Реакція Європейського Союзу на війну в Україні в контексті концептуальних засад розвитку ЄС

Abstract

The russian federation’s war against Ukraine and the stage of a full-scale invasion are changing the security architecture of the European Union. The largest military conflict in Europe since the Second World War also affects research in the field of foreign policy and security policy. The article attempts to characterize the reaction of the European Union to the war in Ukraine and to analyze the corresponding changes in foreign policy. The current state of foreign and security policy is considered through the genesis of the main conceptual paradigms of EU development. The methodological basis of this study is historical, systemic and structural-functional approaches. Today, several leading paradigms in the development of the European Union are conceptually distinguished. Historically, the concept of “European civilian power” (Civilian Power Europe) was the first. In contrast to it, the concept of “European military power” (Military Power Europe) arose. On the basis of the concept of “European civilian power” the concept of “European normative power” (Normative Power Europe) and “European market power” (Market Power Europe) appeared. Due to the war in Ukraine as the largest conflict on the territory of Europe further changes are taking place in the conceptual vision of the development of the EU’s foreign and security policy. First of all, it is about updating the concept of the European military force. This is evidenced by the intensification of military-political cooperation both between the EU countries and the members of the North Atlantic Alliance, the increase in defense budgets, the accession of Finland to NATO, and the ratification of the accession of Sweden. At the same time, the concept of “European regulatory power” remains relevant at the current stage. This concept covers, first of all, the values and norms that are the source of the power of the European Union. European values as a system of axiological maxims are the basis of EU identity. The EU’s consolidated response to the war in Ukraine once again proves that “values matter.” Potential decisions of the EU depend to a large extent and their positive effect for Ukraine also depends to a large extent on the values and norms that are the foundation of political culture. Війна російської федерації проти України та етап повномасштабного вторгнення змінюють безпекову архітектуру Європейського Союзу. Найбільший воєнний конфлікт у Європі з часів Другої світової війни впливає і на дослідження у сфері зовнішньої політики і політики безпеки. У статті здійснена спроба охарактеризувати реакцію Європейського Союзу на війну в Україні та проаналізувати відповідні зміни у зовнішній політиці. Сучасний стан зовнішньої та безпекової політики розглядається через генезу основних концептуальних парадигм розвитку ЄС. Методологічною основою даного дослідження є історичний, системний та структурно-функціональний підходи. На сьогодні концептуально виокремлюється декілька провідних парадигм у розвитку Європейського Союзу. Історично першим був концепт «європейської цивільної сили» (Civilian Power Europe). На противагу йому виник концепт «європейської військової сили» (Military Power Europe). На основі концепту «європейської цивільної сили» з’явилися концепт «європейської нормативної сили» (Normative Power Europe) та «європейської ринкової сили» (Market Power Europe). Через війну в Україні як наймасштабнішого конфлікту на території Європи відбуваються подальші зміни у концептуальному баченні розвитку зовнішньої та безпекової політики ЄС. Насамперед, йдеться про актуалізацію концепту європейської військової сили. Про це свідчить інтенсифікація військово-політичного співробітництва як між краіними ЄС, так і членами Північноатлантичним альянсу, збільшення оборонних бюджетів, вступ Фінляндії до НАТО, ратифікація вступу Швеції. Водночас на сучасному етапі актуальним залишається і концепт «європейської нормативної сили». Цей концепт охоплює, насамперед, цінності та норми, що є джерелом влади Європейського Союзу. Європейські цінності як система аксіологічних максим також є основою ідентичності ЄС. Консолідована реакція ЄС на війну в Україні ще раз доводить, що “цінності мають значення”. Потенційні рішення ЄС та їх позитивний ефект для України також в значній мірі залежать цінностей та норм, що є фундаментом політичної культури.
