Регіональні та глобальні напpямки в зовнішній політиці України

Abstract

The modern period is characterized by an accelerated, but ambiguous and contradictory development of the processes of interdependence and interdependence of all spheres of life of the world community. It was from this time that the problems of the world began to be considered through the prism of global or regional. All this time, we observed how these phenomena affected the prospects of Ukraine’s foreign policy, studied new risks of modernity. The significance of foreign policy problems is directly related to the system of state sovereignty and depends on their characteristics and development indicators. Scientific knowledge of processes, political phenomena occurring in international life, subjects of international life and their activities is characterized by a variety of approaches, the extreme complexity of research objects, the ambiguity of the conceptual-categorical apparatus and the practically unlimited possibility of choosing the used methods and means of theoretical knowledge. Today, there is a confusion between the spheres of security and foreign policy, which is caused by the fact that any citizen is concerned about his security and expects the state, its foreign policy, and specific measures to ensure it. The foreign policy of the state in the future directly depends on such indicators as: territory, economic development, political system, social development, military power, level of industry, etc. That is, precisely from the variables that are used at the state level of analysis of the state’s foreign policy. It is obvious that a relatively small number of states in the world are able to ensure balance in matters of state development. That is why various global and regional processes are already emerging in the world, which move the world. The combination of global and regional levels of world political practice has always been one of the most controversial points in political theory. Most researchers who analyzed foreign policy either focused exclusively on global world political processes, effectively ignoring regional specifics, or focused their attention only on the study of a specific region, which led to an underestimation of the global systemic context. Therefore, today the importance and necessity of new approaches for researching a holistic picture of the world, where both global and regional aspects would receive equal attention in the aspect of foreign policy analysis, is obvious. This also applies to Ukraine. Сучасний період характеризується прискореним, але неоднозначним та суперечливим розвитком процесів взаємозалежності та взаємопов’язаності всіх сфер життя світової спільноти. Саме з цього часу проблеми світу почали розглядатися крізь призму глобального або регіонального. Весь цей час ми спостерігали як ці явища впливали на перспективи зовнішньої політики України, вивчали нові ризики сучасності. Значимість проблем зовнішньої політики безпосередньо пов’язана з системою суверенності держав і залежить від їх характеристик і показників розвитку. Наукове пізнання процесів, політичних явищ, що відбуваються в міжнародному житті, суб’єктів міжнародного життя та їх діяльності характеризується різноманітністю підходів, крайньою складністю об’єктів дослідження, неоднозначністю поняттєво-категоріального апарату та практично необмеженою можливістю вибору використовуваних методів та засобів теоретичного знання. На сьогодні відбувається змішання сфер безпеки та зовнішньої політики, що обумовлюється тим, що будь-який громадянин турбується про свою безпеку та очікує від держави, її зовнішньої політики, конкретних заходів, які її забезпечують. Зовнішня політика держави в майбутньому безпосередньо залежить від таких показників як: територія, економічний розвиток, політичний устрій, соціальний розвиток, військова міць, рівень промисловості тощо. Тобто саме від змінних, які використовуються на державному рівні аналізу зовнішньої політики держави. Очевидно, що відносно невелике коло держав у світі здатні забезпечити збалансованість у питаннях державного розвитку. Сполучення глобального і регіонального рівнів світової політичної практики завжди було одним з найбільш суперечливих моментів в політичній теорії. Більшість дослідників, які аналізували зовнішню політику, або зосередилися виключно на глобальних світових політичних процесах, фактично ігноруючи регіональну специфіку, або зосередили свою увагу лише на вивченні конкретного регіону, що призводило до недооцінки глобального системного контексту. Тому, сьогодні очевидною є важливість і необхідність нових підходів для дослідження цілісної картини світу, де і глобальний, і регіональний аспекти отримали б однакову увагу в аспекті аналізу зовнішньої політики. Це стосується й України.
