Допомога Україні як інструмент позиціонування США на міжнародній арені

Abstract

The article examines the assistance to Ukraine as a tool for the U.S. positioning in the international arena with an emphasis on the administration of J. Biden. The Russian- Ukrainian war became a catalyst for the unification and consolidation of the world community under the auspices of the United States. The assistance to Ukraine as an element of the implementation of the U.S. foreign policy strategy can be considered in the following aspects. Firstly, in terms of spheres (economic, humanitarian, energy, military) as a single act of the U.S. – manifestation of the features of a leading state on the world stage. The Ukraine Supplemental Appropriations Act (2022 and 2023) is a mechanism for its implementation with the involvement of a number of U.S. government agencies, primarily the United States Agency for International Development (USAID). Secondly, according to the scale of the involvement of world community in the formation of a new world order through the prism of the concept of “balance of threats”. For instance, the sanctions policy of the U.S. and its allies against Russia and initiatives within the framework of the meetings of the Consultative Group on Defense of Ukraine – the “Ramstein” meetings. It has been revealed that military assistance from the United States and its allies causes a general resonance in connection with the issues of America and NATO’s “involvement” in the war and the provision of long-range weapons. As a result of the study, the following trend was revealed: the implementation by official Washington not only the idea of achieving global leadership, but also the idea of unifying the world under the auspices of America against a common threat by the “balance of threats” concept, which allows for Washington more effective positioning on the international arena. Despite certain destructive factors, the United States continues to provide assistance to Ukraine and unite the world community, which is confirmed by the official rhetoric of the President of the United States J. Biden. У статті розглядається допомога Україні як інструмент позиціонування США на міжнародній арені з акцентом на адміністрацію Дж. Байдена. Російсько-українська війна дестабілізувала систему міжнародних відносин і водночас стала каталізатором до об’єднання та згуртування світової спільноти саме під егідою США. Допомога Україні як елемент реалізації зовнішньополітичної стратегії США може бути розглянута у наступних аспектах. По-перше, за сферами (економічна, гуманітарна, енергетична, військова) як одноосібна – зі сторони США – прояв рис держави- лідера на світовій арені. Механізмом до її реалізації виступає «Закон про додаткові асигнування Україні» (на 2022 р. та 2023 р.) із залученням низки державних органів США, насамперед, Агентства США з міжнародного розвитку (USAID). По-друге, за масштабом залучення світової спільноти до розбудови та формування нового світового порядку крізь призму концепції «балансу загроз» (санкційна політика США та союзників проти Росії, ініціативи в межах зустрічей Консультативної групи з питань оборони України – зустрічі «Рамштайн»). Виявлено, шо допомога у військовій сфері як одноосібно від США, так і союзників, викликає загальний резонанс у зв’язку із питаннями «залучення» до війни Америки та НАТО і надання озброєння із далеким радіусом ураження. У результаті дослідження виявлено наступну тенденцію: провадження офіційним Вашингтоном не лише реалізації ідеї досягнення глобального лідерства, а й об’єднання світу під егідою Америки проти спільної загрози – у форматі концепції «балансу загроз», що дозволяє більш ефективно позиціонувати на міжнародній арені. Незважаючи на певні деструктивні фактори, США продовжують надавати допомогу Україні та згуртовувати світову спільноту, що підтверджується офіційною риторикою Президента США Дж. Байдена.
