Westbindung чи Ostpolitik: Росія в зовнішньополітичних орієнтирах Федеративної Республіки Німеччина

Abstract

The scientific research is dedicated to analysis of the foreign policy of Germany toward Russia. The difference between Ostpolitik and Westbindung was mainly researched. The authors emphasized that the Germany foreign policy principle called “Russia first” had been formed by G. Schröder’s administration. After this, the principle had developed into the so-called policy of Russlandversteher, which had been created among Germany’s political environment an attitude of total apology. Any Russian pollical tendencies against international law or against human rights were received through the fingers. It is pointed out that the foreign policy of Germany is based on the concept of Zivilmacht, which states that foreign policy of the country must be provided on just clearly-definite values. The values eliminate using of military instruments to achieve national interest. German foreign policy has some kind of special feeling towards Russian Federation. After the end of II World War, had been started new phase mutual relations, although it had disputes. It should note that before the SDP took a power in the end of 60th, new ways of future cooperation with USSR. had been discussed actively. It should be noted apart that the Ostpolitik of Germany, which first had been implemented by social democrats and it had developed by its very actively, is a part of the struggle against the influence of the United States over Europe. It is one of the main arguments by social democrats. According to the author’s vision, it shouldn’t reduce the increase of the role “Russia first” had played by the economic lobby, which has a linkage with social democrats. It is pointed out that Ukraine has a unique chance to transform the priorities of the foreign policy of Germany to separate from Russia. The creation new mutual relation between Ukraine and Germany should be based on the understanding key principles of foreign policy Zivilmacht. In addition, has to understand political environment in country more deeply, in order to create successful strategy towards Germany. Наукова стаття присвячена аналізу зовнішньої політики Німеччини щодо Росії. Окремо наголошено на відмінності між Ostpolitik та Westbindung. Автори стверджують, що принцип „Russia first” у зовнішній політиці Німеччини сформувався за каденції Г. Шрьодера. У подальшому згаданий принцип трансформувався у так звану політику «Russlandversteher», яка сформувала серед німецького політикуму ставлення до Росії крізь призму замирення вимог. Будь-які порушення міжнародних угод чи прав людини в Російській Федерації сприймалися крізь пальці. Зазначено, що зовнішня політика Німеччини ґрунтується на принципі Zivilmacht, який визнає провадження зовнішньої політики країни на чітко визначених цінностях, які виключають використання військових засобів для досягнення зовнішньополітичних цілей країни. Німецька зовнішня політика завжди відчувала сентименти щодо Російської Федерації. Одразу після завершення Другої світової війни, розпочався новий етап взаємовідносин, хоча був він і конфліктогенним. Необхідно занотувати, що ще до приходу СДПН до влади в кінці 60-х рр., активно між країнами пропрацьовували моделі майбутніх взаємовідносин Оремо слід наголосити, що Ostpolitik Німеччини, яка вперше була запропонована соціал-демократами та активно ними впроваджується є частиною боротьби з впливом Сполучених Штатів Америки на континенті. Це один з головних аргументів соціал-демократів. На думку авторів не слід виключати, що чималу роль в формування політики «Russia first» відіграли лобі фінансових кіл наближених до соціал-демократів. Стверджено, що Україна зараз має унікальний шанс переформатовати пріоритети зовнішньої політики офіційного Берліну дистанціювавши Німеччину від Росії. Побудова нових взаємовідносин між Україною та Німеччиною повинна базуватися на розумінні корінних принципів зовнішньої політики Zivilmach. Окрім того, необхідно дедалі глибше розуміти розстановку політичних сил в країні для того, щоб вибудувати успішну стратегію щодо Німеччини.
