Сучасний світопорядок в системі політичних відносин

Abstract

The purpose of the article is to determine the main interpretations of «world order», its connections with related concepts – social and political-legal space, justification by the internal and external policies of national states and their direct interdependence. It is noted that the world order is a reflection of the politicization of the social space in all its manifestations. In almost the entire period of human history, the world order was transformed from a political or political-legal space into a «military-political» one, and vice versa. Therefore, there is every reason to believe that the world order is a set of foreign and domestic policies of national states that constantly went through phases of historical conflicts and were based on the foundation of clear political differences between what concerns the internal space, from one hand, and external space, – from the other. An example of a change in the world order as a result of the terrible events of modern times, with the beginning of the open aggression of the Russian Federation against our country and, one can assume, the entire human civilization, is given and substantiated. The introduction of martial law in Ukraine in connection with the full-scale invasion of the Russian Federation on the territory of Ukraine led to the transformation of the institutional basis of state administration in responsibility before wartime. It has been proven that the emergence and development of states in modern realities takes place under the influence of two interrelated trends – globalization and democratization, which to one degree or another are subject to all political and legal processes that in one way or another affect the transformation of the world space and form a new structure of the political world order. Метою статті є визначення основних тлумачень «світопорядку», його зв’язків з суміжними поняттями – соціальний і політико-правовий простір, обґрунтування внутрішньою та зовнішньою політикою національних держав та їх безпосередня взаємозалежність. Зазначено, що світопорядок – це відображення політизації соціального простору у всіх його проявах. Світопорядок майже у весь період людської історії трансформувався з політичного чи політико-правового простору в «військово-політичний», та навпаки. Тому є всі підстави вважати, що світопорядок – це совокупність зовнішньої і внутрішньої політики національних держав, які постійно проходили фази історичних конфліктів і базувалися на фундаменті чітких політичних відмінностей між тим, що стосується внутрішнього простору, з одного боку, і зовнішнього – з іншого. Наведено і обґрунтовано приклад зміни світопорядку у результаті жахливих подій сучасного часу, з початком відкритої агресії РФ щодо нашої країни та, можна вважати, і всієї людської цивілізації. Запровадження воєнного стану в Україні у зв’язку з повномасштабним вторгненням РФ на територію України, призвело до транс- формації інституційної основи державного управління у відповідальності до воєнного часу. Доведено, що виникнення і розвиток держав у сучасних реаліях відбувається під впливом двох взаємопов’язаних тенденцій – глобалізації та демократизації, яким тією чи іншою мірою піддаються всі політико-правові процеси, які так чи інакше впливають на трансформацію світового простору і формують нову структуру політичного світоустрою.
