Угорський вплив на національну ідентичність населення Закарпаття

Abstract

The problem of Ukrainian-Hungarian relations on the ethno-national issue in Transcarpathia is considered. The author highlights the main instruments of Hungary’s foreign policy influence on neighboring countries. The goal of the research is to study the influence of Hungarian foreign policy on the national identity of the population of Transcarpathia, and to find out practical mechanisms for solving the region’s problems. In the course of the research, three groups of methods were used: general scientific (analysis, synthesis, generalization, induction of deduction), interdisciplinary (source and system-structural analysis), and methods of political science research (institutional, systemic, functional, behavioral). The author identifies the reasons for the disagreements between Ukraine and Hungary at the diplomatic level, in particular: the simplified passport procedure for ethnic Hungarians in Ukraine introduced by Hungary, the language and educational issues of Transcarpathia, etc. The place and significance of international Ukrainian-Hungarian agreements for the development of good relations and the formation of ethno-national harmony in the Carpathian region are revealed. The main methods of diplomatic pressure on Ukraine are identified. The research focuses on Hungary’s official position on law of Ukraine on education 2017 Hungary’s interference in this matter and blackmail at the diplomatic level only played into russia’s hands. In the context of this issue, the author characterizes the likelihood of russian special services’ influence on the formation of appropriate policy towards Ukraine. Attention is focused on Russia’s attempt to lobby for its own interests in the countries of the European Union through Hungary. The importance of Hungarian state institutions’ support for the territorial integrity and state sovereignty of Ukraine as an important element of European security was emphasized. The political, linguistic and cultural significance of the support of Hungarian public organizations in Ukraine at the expense of Hungary is clarified. In the context of the development of good neighborly relations, the author’s vision of the development of an economic and political union with the countries of the Carpathian region is expressed. This will accelerate European integration trends and may become a catalyst for economic development. To achieve it Ukraine and Hungary should reconsider their positions on the ethnopolitical situation in the region. At the same time, Budapest should change its own beliefs about Transcarpathia and deepen relations with Ukraine. Розглядається проблема українського-угорських відносин щодо етнонаціонального питання на Закарпатті. Висвітлено основні інструменти зовнішньополітичного впливу Угорщини на сусідні країни. Метою дослідження є вивчення впливу угорської зовнішньої політики на національну ідентичність населення Закарпаття, а також з’ясувати практичні механізми вирішення проблемних питань регіону. У ході наукового дослідження були застосовані три групи методів: загальнонаукові (аналіз, синтез, узагальнення, індукції дедукції), міждисциплінарні (джерелознавчий і системно-структурний аналізи) та методи політологічних досліджень (інституціональний, системний, функціональний, поведінковий). Встановлено причини суперечностей між Україною та Угорщиною на дипломатичному рівні, зокрема: спрощена процедура паспортизації етнічних угорців України уведена Угорщиною, мовне і освітнє питання Закарпаття тощо. Розкрито місце і значення міжнародних українсько-угорських угод для розвитку добросусідських відносин і формування етнонаціональної злагоди у Карпатському регіоні. Визначено основні методи дипломатичного тиску на Україну. У ході дослідження значну увагу акцентовано на офіційній позиції Угорщини навколо Закону України «Про освіту» 2017 р. Втручання Угорщини у це питання і шантаж на дипломатичному рівні лише був на руку росії. У контексті цієї проблематики охарактеризовано ймовірність впливу російських спецслужб на формування відповідної політики щодо України. Зосереджено увагу на спробі лобіювання росією власних інтересів у країнах Європейського Союзу через Угорщину. Наголошено на важливості підтримки угорськими державними інститутами територіальної цілісності і державного суверенітету України, як вагомого елементу безпеки Європи. З’ясовано політичне і мовно-культурне значення підтримки угорських громадських організацій в Україні коштом Угорщини. У контексті розвитку добросусідських відносин, висловлено авторське бачення щодо розвитку економічного і політичного союзу з країнами карпатського регіону. Це дозволить прискорити євроінтеграційні тенденції і може стати каталізатором економічного розвитку. Для цього варто Україні та Угорщині переглянути власні позиції щодо етнополітичної ситуації у регіоні. Водночас, Будапешт має змінити власні переконання щодо Закарпаття і поглиблювати відносини з Україною.
