Соціальний діалог як чинник розвитку сучасного локального політичного менеджменту

Abstract

The specifics of social development at the local level, which cannot be separated from trends and processes at the national and regional level, are considered. The peculiarities of social dialogue at the local level, which are actualized as a result of the development of specific social relations in modern Ukraine, are studied. The level of relevance of the development of mechanisms of cooperation between the authorities and the community in the conditions of a large-scale Russian invasion of Ukraine has been established. The specifics of dialogue relations between the government and the public, which are laid down as basic requirements for political governance in the conditions of modern democracy, have been clarified. The article uses professional methodical tools of modern political sciences. In particular, the normative analysis describes the normative foundations of social dialogue in the conditions of the local political environment. Institutional analysis determines the state and influence of key organizational dimensions of socio-economic factors of political governance. Professional methods include the comparative approach and the method of structural functionalism. They are aimed at determining the important directions of dialogical political governance at the local and situational levels, as well as specific specific factors of the local agenda in the conditions of establishing a specific social dialogue within the framework of the territorial community. Attention is paid to the state and development prospects of local political management, which depend on the competence of its participants. The requirements for the position of representing socio-political interests in the local community have been clarified. The requirements for the production and economic profile of the community have been established, which also actualizes the dialogue type of political-management relations. It has been proven that social dialogue at the macro level should be supplemented by initiatives of local political management. It was established that the presence of foreign experience of social dialogue encourages the intensification of local political management activities. The importance of social dialogue at the local level, which includes discussion of not only production-economic, but also socio-cultural aspects, is revealed. It was found that the relationship between the socio-economic and political aspects of social dialogue is established on the basis of the representation of the mechanisms of activation of political participation. It has been proven that the media communication activity of the participants of the social dialogue at the current stage takes into account prospective answers to the most important questions of citizens. It is concluded that the local political management has acquired additional tools for strengthening the integration and consolidation of the local community. Розглядається специфіка соціального розвитку на локальному рівні, яка не може бути відокремлена від тенденцій та процесів на національному та регіональному рівні. Вивчено особливості соціального діалогу локального рівня, які актуалізуються внаслідок розбудови специфічних соціальних відносин в сучасній Україні. Встановлено рівень актуальності розробки механізмів співпраці влади та громади в умовах широкомасштабного російського вторгнення в Україні. З’ясовано специфіку діалогових відносин між владою та громадськістю, що закладені як базові вимоги для політичного врядування в умовах сучасної демократії. У статті застосовуються фахові методичні засоби сучасних політичних наук. Зокрема, нормативний аналіз описує нормативні основи соціального діалогу в умовах локального політичного середовища. Інституційний аналіз визначає стан та вплив ключових організаційних вимірів соціально-економічних чинників політичного управління. Фахові методи включають компаративний підхід і метод структурного функціоналізму. Вони спрямовані на визначення важливих напрямків діалогового політичного врядування на локальному та ситуативному рівнях, а також конкретні специфічні чинники локального порядку денного в умовах налагодження специфічного соціального діалогу в рамках територіальної громади. Увага приділяється стану та перспективам розвитку локаль- ного політичного менеджменту, які залежать від компетентності учасників процесів управління. З’ясовано вимоги до позиції представництва соціально-політичних інтересів в локальній громаді. Встановлено вимоги щодо виробничо-економічного профілю громади, який також актуалізує діалоговий тип політико-управлінських відносин. Доведено, що соціальний діалог на макрорівні має бути доповнений ініціативами локального політичного менеджменту. Встановлено, що наявність зарубіжного досвіду соціального діалогу спонукає до інтенсифікації діяльності локального політичного менеджменту. Розкрито значення соціального діалогу на локальному рівні, яке включає обговорення не лише виробничо-економічних, але й соціокультурних аспектів. З’ясовано, що взаємозв’язок між соціально-економічними та політичними аспекти соціального діалогу встановлюється на основі уявлення механізмів активізації політичної участі. Доведено, що медіакомунікаційна активність учасників соціального діалогу на сучасному етапі враховує перспективні відповіді на найважливіші питання громадян. Зроблено висновок про набуття локальним політичним менеджментом додаткових інструментів посилення інтегрованості та консолідації локальної громади.
