Політичний діалог в сучасний умовах: політико-культурній аспект

Abstract

The article analyzes the peculiarities of the political culture and consciousness of society as a basis for building a political dialogue between states. The concept of «war» is defined. Attention is focused on the fact that the Russian-Ukrainian war began in 2014 due to the Russian armed invasion of Crimea. Currently, a full-scale war is taking place, which requires an analysis of its political and cultural background. The research determined that, in general, political culture and consciousness are the basis for establishing relations, building dialogue, and reaching consensus. However, in public life, a certain level of the political culture of society is often used to incite interstate, interregional conflicts. The political factors and conditions for the formation of negotiation processes and modeling of political dialogue are characterized. The results of public opinion polls in Russia and Ukraine regarding the attitude to the war are analyzed. A comparison of the peculiarities and features of the political culture of Ukrainians and Russians is made as a basis for making political decisions. Proposed models of political dialogue between Ukraine and Russia under specific conditions. Attention is focused on the fact that the Russian Federation should enter into a dialogue after the withdrawal of troops from the territory of Ukraine, taking into account the borders as of 1991. It is concluded that the implementation of political dialogue is possible under the condition of a change of power in Russia, the political regime and the definition of a common value system for the development of a further program of actions. The political and cultural basis of dialogue determines the quality of perception of new conditions of interaction between states. У статті проаналізовано особливості політичної культури і свідомості суспільства як основи для побудови політичного діалогу між державами. Дається визначення поняття «війна». Акцентується увага на тому, що Російсько-українська війна розпочалась у 2014 році через Російське збройне вторгнення у Крим. Нині відбувається повномасштабна війна, що потребує аналізу її політико-культурного підґрунтя. У дослідженні визначено, що взагалі політична культура і свідомість виступають основою для налагодження взаємин, побудови діалогу, досягнення консенсусу. Проте у суспільному житті певний рівень політичної культури суспільства часто використовується для роздмухування міждержавних, міжрегіональних конфліктів. Охарактеризовано політичні чинники та умови для формування переговорних процесів та моделювання політичного діалогу. Проаналізовано результати опитування громадської думки в Росії та Україні щодо ставлення до війни. Зроблено порівняння особливостей і рис політичної культури українців та росіян як основа для прийняття політичних рішень. Запропоновані моделі політичного діалогу між Україною і Росією за конкретних умов. Акцентується увага на тому, що Російська Федерація повинна вийти на діалог після виведення військ з території України, враховуючи кордони станом на 1991 рік. Робиться висновок, що реалізація політичного діалогу можлива за умови зміни влади в Росії, політичного режиму та визначення спільної ціннісної системи для вироблення подальшої програми дій. Політико-культурна основа діалогу визначає якість сприйняття нових умов взаємодії між державами.
