Політичний зміст концепції стратегічної ясності: на прикладі КНР

Abstract

The formulation of modern geostrategy as a scientific theory involves developing one’s strategic imperatives, which should be implemented within the framework of integral strategic concepts. Political bubbling, swaying from one political coordinate system to another and the lack of an actual strategy as a political ideology of nation-building necessitate a resort to the methodological fundamentals of the formation of the relevant strategic concepts. One of such concepts is strategic clarity. Based on the author’s model of geostrategy, it is analyzed a concept of strategic clarity and its modern manifestations in China, given the influence of strategic uncertainty. In terms of strategic clarity, the following become possible for the PRC: implementation of natural development as a middle ground, transformation from a thrifty observer to a responsible active actor of world politics; extension of the vector of economic power development; performance of collective management on the basis of strategic persuasiveness; shaping of fundamentals for long-term implementation of strategic national interests in the expanded geostrategic landscape; departure from the demands of any states, blocs, strategic autonomies regarding the consideration of their national interests to the detriment of the interests of the People’s Republic of China, including attempts to accomplish the strategy of Finlandization of foreign policy; physical participation in global security systems. The article scales and consistently extends the author’s key idea regarding the clear separation of geostrategy as an individual theory from geopolitics. Thus, the difference in the interpretation of the understanding of “strategic clarity” and strategic uncertainty is illustrated from political science positions. The article provides a definition of the concept, modern forms of manifestation, as well as formulates conclusions about the effectiveness of the use of strategic clarity by the PRC in the context of its practical aspiration for world leadership. It is concluded about the practicability of the concept for China in building a new architecture of the new world order and a major reboot. Innovative author’s concepts are introduced into scientific use: strategic convergence and strategic divergence as natural processes of development of strategic clarity. The paths and vectors of China’s policy, which are useful for the Ukrainian state, are specified. Творення сучасної геостратегії як наукової теорії передбачає розроблення власних стратегічних імперативів, які мають втілюватися в рамках цілісних стратегічних концепцій. Політичне булькотіння, хитання від однієї політичної системи координат до іншої, відсутність справжньої стратегії як політичної ідеології націотворення зумовлюють потребу у зверненні до методологічних засад формування даних стратегічних концепцій. Однією з таких концепцій виступає стратегічна ясність. На підставі авторської моделі геостратегії аналізуються концепція стратегічної ясності та її сучасні прояви на прикладі Китаю, з урахуванням впливу стратегічної невизначеності. У рамках стратегічної ясності для КНР уможливлюється: реалізація природного розвитку як серединної землі, перетворення з ощадливого спостерігача на відповідального активного суб’єкта світової політики; продовжити вектор розвитку економічної могутності; реалізація колективного управління на засадах стратегічної переконливості; формування засад для довгострокової реалізації стратегічних національних інтересів в розширеному геостратегічному ландшафті; відхід від вимог будь-яких держав, блоків, стратегічних автономій щодо врахування їхніх національних інтересів на шкоду інтересам КНР, в тому числі спроб імплементації стратегії фінляндизації зовнішньої політики; реальна фізична участь у глобальних системах безпеки. У статті масштабується і послідовно продовжується ключова авторська ідея щодо чіткого відділення геостратегії як окремої від геополітики теорії. Через це з політологічних позицій ілюструється розбіжність трактування розуміння „стратегічної ясності” і стратегічної невизначеності. У статті подано визначення поняття, сучасні форми прояву, а також сформульовані висновки щодо ефективності застосування стратегічної ясності з боку КНР за умови його практичного прагнення до світового лідерства. Висновується про корисність даної концепції для Китаю в умовах будови нової архітектури нового світового порядку та великого перезавантаження. У науковий обіг вводяться нові авторські поняття: стратегічна конвергенція та стратегічна дивергенція, як природні процеси розвитку стратегічної ясності. Намічаються шляхи та вектори політики Китаю, які є корисними для Української держави.
