Особливості політичного прогнозування у міжнародних відносинах

Abstract

The article is dealt with features of political forecasting in the field of international relations. The main reasons for increased attention to the topic of political forecasting in modern realities are indicated. The tasks of political forecasting in the field of international relations are outlined, in particular, determining the main trends and prospects for their development, clarifying new factors that can affect the international system, understanding the possibilities of the appearance and evolution of international conflicts and crises, prospects for overcoming them, etc. It is proven that political forecasting of international relations is an important condition for successful foreign policy activity of the state which helps in making balanced international political decisions. Therefore, the need to create scientifically reliable and substantiated forecasts remains on the agenda. The types of forecasts used in forecasting international relations are defined and their features are characterized. It is stated that each of these forecasts is a complex process, as it relates to many processes and events that take place in the international political sphere. According this, political forecasting of international relations is developed most often as development of alternatives that have a probable character. An attempt is made to understand the main problems under forecasting international relations. In particular, these are potential black swan problems, or events that cannot be predicted regarding previous observations. The reason for the difficulties is that the system and structure of international relations is changing and developing, and has a non-linear nature. Developing high-quality forecasting is also difficult because in such multidimensional environments as international relations and geopolitics, information is incomplete, in particular due to the intentions of the participants, and when surprises are a common phenomenon. In this regard, it is stated that it is possible to develop quite probable forecasts for the foreseeable future. As to and distant future - of a strategic and global nature, the forecasts have a probabilistic nature due to the failure to take into account various reasons, factors and trends that were not included into the initial data in the process of forecasting. It is emphasized that political forecasting in international relations is a permanent process, which allows timely recording of changes in the international situation and, if necessary, making corrections. The main stages of forecasting and their features during the forecasting of international relations are outlined. The authoress tried to summarize the material on the peculiarities of foreign policy forecasting, involving scientific research by both domestic and foreign authors. У статті аналізується сутність та особливості політичного прогнозування у сфері міжнародних відносин. Зазначені основні причини підвищеної уваги до теми політичного прогнозування у сучасних реаліях. Окреслюються завдання політичного прогнозування у сфері міжнародних відносин, зокрема визначення основних тенденцій і перспектив їх розвитку, з’ясування нових чинників, що можуть вплинути на міжнародну систему, розуміння можливостей появи й еволюції міжнародних конфліктів і криз, перспектив їх подолання тощо. Доводиться, що політичне прогнозування міжнародних відносин є важливою умовою успішної зовнішньополітичної діяльності держави і допомагають в ухваленні виважених міжнародно-політичних рішень, тому потреба у створенні науково-достовірних та обґрунтованих прогнозів залишається на порядку денному. Визначені типи прогнозів, що використовуються у прогнозуванні міжнародних відносин і охарактеризовані їх особливості. Констатовано, що розробка кожного з цих прогнозів є складним процесом, оскільки стосується безлічі процесів і подій, які відбуваються у міжнародній політичній сфері. У зв’язку з чим, політичне прогнозування міжнародних відносин розробляється найчастіше як альтернативи розвитку, що мають вірогідний характер. Зроблена спроба зрозуміти основні проблеми під час прогнозування міжнародних відносин. Зокрема, це потенційні проблеми «чорних лебедів» або події, які неможливо передбачити на основі попередніх спостережень. Причина труднощів полягає і у тому, що система і структура міжнародних відносин змінюється і розвивається, має нелінійний характер. Підготувати якісне прогнозування складно й тому, що у таких багатовимірних середовищах як міжнародні відносини та геополітика інформація є неповною, зокрема про наміри учасників, а несподіванки є звичним явищем. У зв’язку з цим зазначено, що відносно найближчого майбутнього можна розробити цілком вірогідні прогнози, щодо віддаленого майбутнього – стратегічного і глобального характеру, то прогнози мають ймовірнісний характер через неврахування з різних причин чинників і тенденцій, які не потрапили до вихідних даних у процесі прогнозування. Акцентовано, що політичне прогнозування у міжнародних відносинах є безперервним процесом, що дозволяє своєчасно фіксувати зміни у міжнародній ситуації та у разі необхідності вносити корективи. Окреслені основні етапи прогнозування та їх особливості під час прогнозування міжнародних відносин. Автор намагалася узагальнити матеріал щодо особливостей зовнішньополітичного прогнозування, залучивши наукові дослідження як вітчизняних, так і зарубіжних авторів.
