Чинники електорального успіху кандидатів у депутати на місцевих виборах 2020 року в Україні

Abstract

The article examines the main factors of receiving preferential votes by candidates in the 2020 local elections in Ukraine. Potential factors of electoral success of candidates in territorial electoral districts are tested on the example of elections to the Rivne oblast council. The main sources of data in the article are the protocols of the Rivne Regional Territorial Election Commission and the PolitHub platform, which was developed by the CHESNO Civic Movement. The hypotheses are tested on two datasets: data on all candidates included in the territorial election lists (631 candidates) and data on candidates nominated by political parties that passed the electoral threshold (398 candidates). The dependent variable is the share of preferential votes, and the independent variables were conditionally divided into three types of information (primary, secondary and tertiary) on which voters based their electoral choice. The hypothesis about the position of the candidate in the electoral list is confirmed. The further candidates are placed from the beginning of the party list, the smaller share of preferential votes they receive. This is explained by the negative effect of the rank position, according to which the further the candidate is from the top of the electoral list, the smaller the share of preferential votes he receives. The order of candidates in the ballots is set by each party. As a rule, more influential party members or well-known persons are placed on the first positions. The position on the ballot (tertiary information) is a source of advantage and has the greatest effect on the electoral success of the candidate. The impact of primary and secondary information has different effects in the tested datasets. While male gender has a stable positive effect on the share of preferential votes, the political experience of candidates has an unstable effect. The effect of political experience is triggered for candidates who ran from political parties that passed the electoral threshold. У статті досліджуються основні чинники отримання кандидатами преференційних голосів на місцевих виборах 2020 року в Україні. Потенційні чинники електорального успіху кандидатів у територіальних виборчих округах тестуються на прикладі виборів до Рівненської обласної ради. Основним джерелом даних у статті є протоколи Рівненської обласної територіальної виборчої комісії та платформи «ПолітХаб», яка була розроблена Громадянським рухом ЧЕСНО. Гіпотези перевіряються на двох наборах даних: дані про усіх кандидатів включених до територіальних виборчих списків (631 кандидат) та дані про кандидатів, висунутих політичними партіями, які подолали виборчий бар’єр (398 кандидатів). Залежною змінною є частка преференційних голосів, а незалежні змінні були умовно розділені на три типи інформації (первинну, вторинну та третинну) на яку опираються виборці здійснюючи свій електоральний вибір. Підтверджено гіпотезу щодо позиції кандидата у виборчому списку. Чим далі кандидати розміщені від початку партійного списку, тим меншу частку преференційних голосів вони отримують. Це пояснюється негативним ефектом рангової позиції, згідно з яким чим далі кандидат знаходиться від початку виборчого списку, тим меншу частку преференційних голосів він отримує. Порядок розташування кандидатів у виборчих бюлетенях встановлюється кожною партією. Як правило на перших позиціях розміщуються більш впливові члени партії чи відомі особи. Позиція у виборчому бюлетені (третинна інформація) є джерелом переваг і має найбільший ефект на електоральний успіх кандидата. Вплив первинної та вторинної інформації має різний ефект у тестованих наборах даних. Якщо приналежність кандидата до чоловічої статті має стабільний позитивний ефект на частку преференційних голосів, то політичний досвід кандидатів має нестабільний ефект впливу. Ефект політичного досвіду спрацьовує для кандидатів, які балотувалися від політичних партій, що подолали виборчий бар’єр.
