Електронна демократія як спосіб політичної комунікації та політичної партисипації у мережевому суспільстві: дис. доктора філософії

Abstract

Дисертаційна робота присвячена дослідженню електронної демократії як феномену, що відображає вміст та характер політичних відносин, які притаманні новій соціокультурній реальності, що сформувалася в результаті широкого запровадження Інтернет-технологій в усі сфери суспільного життя. Актуальність обраної теми визначається тим, що у зв’язку з розвитком Інтернету, зокрема такого його сегменту як онлайн-мережі, до яких залучені мільйони людей, на порядок денний постала проблема дослідження закономірностей розвитку та функціонування демократичних інститутів і процедур в нових умовах політичної комунікації та політичної партисипації, які утворюються у віртуальному просторі. Провідні аналітики стверджують, що розвиток веб-мереж створив передумови виникнення нової форми демократії, яку називають цифровою, або електронною демократією. Проте у дослідженнях цього феномену переважають інструменталістські підходи, які не дають можливості розкрити ціннісний соціокультурний базис електронної демократії, а відтак і чітко визначити функціональні та структурні особливості цього способу політичної взаємодії, а також тенденції та перспективи його еволюції. Крім цього, такий підхід значно звужує спектр можливостей політичної комунікації та партисипації для громадян, що їх відкриває е-демократія, і тому знижує якість та ефективність управлінських рішень. Це спричинило необхідність знаходження нових підходів до розкриття вмісту, оцінки стану та окреслення перспектив е-демократії.The theses for the Ph. D. degree in the field of knowledge 05 “Social and behavioral sciences” in the specialty 052 “Political science” – South Ukrainian National Pedagogical University named after K. D. Ushinskiy. The theses deal with the research on electronic democracy as a phenomenon that reflects the content and nature of political relations inherent in the new socio-cultural reality that has formed as a result of the widespread penetration of Internet technologies into all spheres of public life. The relevance of this research is determined by the fact that the development of the Internet, in particular, its segment as online networks, in which millions of people are involved, has appeared on the agenda the problem of exploring the patterns of development and functioning of democratic institutions and procedures in the new conditions of political communication and political participation, which are formed in virtual space. Leading analysts claim that the development of web networks created the prerequisites for the emergence of a new form of democracy, which is called digital or electronic democracy. However, studies of this phenomenon are dominated by instrumentalist approaches, which do not provide an opportunity to reveal the valuable socio-cultural basis of electronic democracy, and therefore to clearly define the functional and structural features of this means of political interaction, as well as the trends and prospects of its evolution. In addition, this approach significantly narrows the range of opportunities for political communication and participation for citizens, which are opened by e-democracy, and therefore reduces the quality and effectiveness of governance decisions. This has caused the need to find new approaches to content disclosure, state assessment, and e-democracy perspective describing.
