Перспективи членства України в ЄС: громадська думка країн Вишеградської групи

Abstract

The relevance of the problem is related to the importance of determining the views of the citizens of neighboring EU member states, which are part of the Visegrad Group, regarding the support of the prospects of Ukraine’s accession to the EU. The purpose of the study is to systematize and characterize the positions of citizens of the Visegrad Group countries regarding the possible membership of Ukraine in the EU. Research methods – statistical method, comparative analysis and system approach method. Research results. The state of attitude of the citizens of the Visegrad Group to the prospects of Ukraine’s membership in the EU, determined as of the end of April 2022, was studied. The study of public opinion of the population of these countries was conducted as part of the results of a survey of EU citizens regarding their reaction to the military invasion of the Russian Federation in Ukraine on February 26, 2022. The analysis showed that the citizens of these countries have different attitudes towards the mentioned issues, which is due to the influence of internal and external socio-political and economic discourse. A high level of support for Ukraine and its possible membership in the EU on the part of Polish citizens has been proven (high level of sympathy for Ukrainians (93% with pan-European support at the level of 89%), recognition of Ukraine as part of the European Community (85% with pan-European support at the level of 71%), support for Ukraine’s accession to the EU as a full member (81% with pan-European support at the level of 66%). These results are related to a number of reasons, in particular: the absence of threats on the part of Ukrainians on the labor market from economic migrants; legal support from the EU regarding the reimbursement of expenses related to the protection of refugees from Ukraine in connection with the military aggression of the Russian Federation; support by Ukraine, its citizens of the policy of Poland, the Polish government, the creation of regulatory and legal support for Polish citizens, which provides for social and legal guarantees similar to those, which Ukrainians have. It was found that citizens of the Czech Republic and Slovakia demonstrate an average level of support for Ukraine’s European integration prospects, which is lower compared to the level of support shown by the population of Poland. It has been proven that the specified results are due to economic, energy, and military-political reasons. It was determined that the population of Hungary has a lower level of support for the European integration of Ukraine among the countries of the Visegrad Group and EU member states. It is noted that such positions of citizens are due to the influence of propaganda by pro-Russian politicians, the government regarding the oppression of the Hungarian national minority in Ukraine, other factors, the development of Eurosceptic sentiments, etc. Актуальність проблеми пов’язана із важливістю визначення поглядів громадян сусідніх країн-учасниць ЄС, які входять до складу Вишеградської групи, щодо підтримки перспектив вступу України до ЄС. Мета дослідження – систематизація та характеристика позицій громадян країн Вишеградської групи стосовно можливого членства України в ЄС. Методи дослідження – статистичний метод, порівняльний аналіз та метод системного підходу. Результати дослідження. Вивчено стан відношення громадян Вишеградської групи до перспектив членства України в ЄС, що визначений на кінець квітня 2022 року. Дослідження громадської думки населення зазначених країн проводилось у рамках результатів опитування громадян ЄС щодо їхньої реакції на військове вторгнення РФ в Україну 24 лютого 2022 року. Аналіз показав, що громадяни зазначених країн по-різному ставляться до зазначеної проблематики, що зумовлене впливом внутрішнього та зовнішнього суспільно-політичного та економічного дискурсу. Доведено високий рівень підтримки України і її можливого членства в ЄС з боку громадян Польщі (високий рівень симпатій до українців (93% за загальноєвропейської підтримки на рівні 89%), визнання України як частини Європейської спільноти (85% за загальноєвропейської підтримки на рівні 71%), підтримка приєднання України до ЄС як повноправного члену (81% за загальноєвропейської підтримки на рівні 66%). Вказані результати пов’язані із низкою причин, таких як: відсутність загроз від українців на ринку праці з боку економічних мігрантів; правове забезпечення з боку ЄС щодо відшкодування витрат, пов’язаних із захистом біженців з України у зв’язку із військовою агресією РФ; підтримка Україною, її громадянами політики Польщі, польського уряду, створення нормативно-правового забезпечення для польських громадян, яке передбачає соціально-правові гарантії, аналогічні тим, які мають українці. Виявлено, що громадяни Чехії та Словаччини демонструють середній рівень підтримки перспектив євроінтеграції України, який є нижчим порівняно із рівнем підтримки, що продемонстровано населенням Польщі. Доведено, що вказані результати зумовлені економічними, енергетичними та військово-політичними причинами. Визначено, що населення Угорщини вирізняється нижчим рівнем підтримки євроінтеграції України серед країн Вишеградської групи і держав-учасниць ЄС. Зазначено, що такі позиції громадян зумовлені впливом пропаганди з боку проросійських політиків, уряду щодо утисків угорської національної меншини в Україні, інших факторів, розвитком євроскептичних настроїв тощо.
