Зростання ролі держави в регулюванні темпів соціально-економічного розвитку як індикатор інтеграції України в європейський простір

Abstract

The article is dedicated to the impact of European integration processes on the growth of the role and importance of the state in regulating the pace of socio-economic development of Ukraine in conditions of financial and political instability. A comparative review of the theoretical approaches of representatives of various scientific fields regarding the interpretation of the state’s essence and functions in the post-industrial society was conducted. The factors affecting the growth of budget redistribution in the EU countries are revealed. Attention is focused on additional challenges that arose before the Ukrainian government during the COVID-19 pandemic and military aggression by the Russian Federation, and which affect the stabilization of the economic situation in the country and ensuring the sustainable development of the state. The new properties acquired by the state as a political institution in the conditions of postcrisis development due to the growing interdependence of the state and the economy are determined. The objective and irreversible strengthening of the state’s role in overcoming crisis phenomena in the economy, which is accompanied by a change in the nature of national income redistribution and the ratio of the budget and GDP, has been proven. A comparative analysis of public finance indicators of Ukraine and the EU-27 countries for 2011–2020 was carried out. The budget burden in Ukraine is somewhat lower than in the EU countries, however, the domestic indicator is characterized by significant volatility and the opposite direction of the trend regarding its changes. If in the European countries there is a tendency to decrease or stabilize the growth rate of budget expenditures, then in Ukraine their uneven gradual growth is taking place. The advantages and disadvantages of unification of economic, financial, currency, and credit systems in the European countries are determined. It is emphasized that in modern conditions, the urgent issue for European countries is the need to transition to a new model of building economic relations – the economy of supply, which involves the modernization of both the base – production, and its superstructure – the nature of social relations. This model of the economy foresees an increase in the volume of public investments in innovative and infrastructure projects, which will lead to an increase in the public debt, while the effect will be felt only in the medium and long term. It is emphasized that the modern state should concentrate its limited resources on the performance of clearly defined basic functions. Budgetary policy should be based on an assessment of the relative efficiency of state participation in various spheres of economic activity and minimize the allocation of budget resources in areas where state participation is optional or ineffective, as is the case in European countries. У статті здійснено оцінку впливу євроінтеграційних процесів на зростання ролі та значення держави в регулюванні темпів соціально-економічного розвитку України в умовах фінансово-політичної нестабільності. Проведено порівняльний огляд теоретичних підходів представників різних наукових течій до трактування сутності та функцій держави в постіндустріальному суспільстві. Розкрито чинники, що впливають на зростання обсягів бюджетного перерозподілу в умовах демократичного врядування, притаманного сучасним країнам Європейського Союзу. Акцентовано на додаткових викликах, що постали перед урядом України під час пандемії COVID-19 і військової агресії з боку російської федерації та впливають на стабілізацію економічної ситуації у країні й забезпечення сталого розвитку держави. Визначено нові властивості, яких набуває держава як політичний інститут в умовах посткризового розвитку через зростаючу взаємозалежність держави та економіки. Доведено об’єктивне й незворотне посилення ролі держави в подоланні кризових явищ в економіці, що супроводжується зміною характеру перерозподілу національного доходу та співвідношення обсягу бюджету й ВВП. Здійснено порівняльний аналіз показників публічних фінансів України та країни зони ЄС-27 за 2011–2020 роки. Визначено недоліки та переваги об’єднання економічної, фінансової, валютної, кредитної систем у європейських країнах. Наголошено на тому, що в сучасних умовах актуальним питанням для європейських країн є необхідність переходу до нової моделі побудови економічних відносин – економіки пропозиції, яка передбачає модернізацію як базису (виробництва), так і його надбудови (характеру суспільних відносин). Зазначено, що сучасна держава має сконцентрувати свої обмежені ресурси на виконання чітко визначених базових функцій. Бюджетна політика повинна будуватися на оцінці відносної ефективності участі держави в різних сферах економічної активності та зводити до мінімуму розподіл бюджетних ресурсів за напрямами, де участь держави є необов’язковою або неефективною, як це відбувається в європейських країнах.
