Стратегічні комунікації України в контексті євроінтеграції

Abstract

The article investigated the relevance of the use of strategic communications as an effective tool for political and communicative activity, which contributes to the formation of collective responsibility in responding to global challenges of today. Strategic communications as a set of means of influencing the public, used in domestic and foreign policy, contributing to the realization of interests of the subject of politics. The meaningful characteristics of strategic communications include coordination and synchronization of efforts, targeting the needs of different audiences. It was determined that strategic communications are widely used in EU political practice. Strategic communications were aimed at coordinating the efforts of political actors to promote their values, programs of activities by attracting leadership potential of leaders, expanding channels of communication, resulting in the formation of long-term partnerships. The activation of the dialogue between the EU and Ukraine, obtaining the status of candidate for accession actualizes the attraction of additional resources to influence the internal and external public in the context of perception and awareness of their importance, the consolidation of efforts aimed at implementation in order to achieve the public good. The purpose of scientific intelligence is to investigate Ukraine’s strategic communications in the context of European integration. In the course of the study, a systematic approach was used, as well as methods of analysis and generalization. The strategic communications contribute to the deepening of dialogue and cooperation between the EU and Ukraine in the processes of European integration. First, they synchronize the value potentials of the internal and external public in the context of awareness of the significance of European integration progress. Secondly, they form an open space for dialogue and communication between Ukraine and the EU regarding the implementation of the necessary reforms. A threelevel system of strategic communications aimed at optimizing the European integration process has been formed in Ukraine. It ensures the synchronization of political and communicative activities of political actors at three levels – strategic, practical, operational and tactical. This is also facilitated by the resource potential of public relations, agenda setting, and public diplomacy. Comprehensive use of the main toolkit of strategic communications provides comprehensive information to the public, deepening of cooperation with stakeholders in the context of implementation of Ukraine’s European integration potential. У статті проаналізовано особливості використання стратегічних комунікацій як ефективного інструменту політико-комунікативної діяльності, що сприяє формуванню колективної відповідальності у реагуванні на виклики сучасності. Стратегічні комунікації є сукупністю засобів впливу на громадськість, що використовуються у внутрішній та зовнішній політиці, сприяючи реалізації інтересів суб’єктів політики. Конкретизовано змістовні характеристики стратегічних комунікацій: координація та синхронізація зусиль, орієнтація на потреби різних аудиторій. Визначено, що стратегічні комунікації широко використовуються в політичній практиці ЄС. Вони спрямовані на координацію зусиль суб’єктів політики щодо популяризації своїх цінностей, програм діяльності за допомогою залучення лідерського потенціалу керівників, розширення каналів комунікативної взаємодії, результатом чого є формування довгострокового партнерського співробітництва. Активізація діалогу між ЄС та Україною, отримання статусу кандидата на вступ актуалізує залучення додаткових ресурсів впливу на внутрішню та зовнішню громадськість у контексті сприйняття та усвідомлення їх значущості, консолідації зусиль, спрямованих на реалізацію з метою досягнення суспільного блага. Мета наукової розвідки – дослідити стратегічні комунікації України у контексті євроінтеграції. У ході дослідження були використані системний підхід, а також методи аналізу та узагальнення. Стратегічні комунікації сприяють поглибленню діалогу та співробітництва між ЄС та Україною у процесах євроінтеграції. По-перше, вони синхронізують ціннісні потенціали внутрішньої та зовнішньої громадськості у контексті усвідомлення значущості євроінтеграційного поступу. По-друге, формують відкритий простір діалогу та комунікації між Україною та ЄС щодо здійснення необхідних реформ. В Україні сформовано трирівневу систему стратегічних комунікацій, спрямовану на оптимізацію євроінтеграційного процесу. Вона забезпечує синхронізованість політико-комунікативної діяльності політичних суб’єктів на трьох рівнях – стратегічному, практичному, оперативно-тактичному. Цьому також сприяє ресурсний потенціал зв’язків із громадськістю, публічної дипломатії та формування порядку денного. Комплексне використання основного інструментарію стратегічних комунікацій забезпечує всебічне інформування громадськості, поглиблення співробітництва зі стейкхолдерами у контексті реалізації євроінтеграційного потенціалу України.
