Європейська інтеграція: ретроспективний погляд

Abstract

The article is devoted to the processes of European integration. The goal was to study the phenomenon of flexible integration in the European Union, including by comparing the theoretical and legislative framework with the practice of its implementation. The task of the article was to analyze the world experience of the formation and implementation of integration state policy. Philosophical, general scientific and special scientific approaches and methods are used in the article. The author offers a retrospective view of the events and processes that accompanied the unification of European states into a single powerful structure of the modern type. The initial stages of integration in the economic sphere with the creation of a supercartel in the production industries and the spread of this process to other industries, first of all to the nuclear industry, are considered. Attention is also focused on the creation of a customs union and a common market, on the formation of a unified currency base and, as a result, on the conclusion of the Schengen Agreement, which eliminated border controls on the internal borders of the union. Particular attention is paid to the processes of institutionalization of the unifying efforts of EU member states and the expansion of cooperation to new areas: foreign policy and defense, internal policy and justice. The author also analyzes the inclusion of the issue of rights and freedoms in the regulatory framework and practical activities of the European Union, which was recorded in the Maastricht Treaty. For the countries that remained outside the Union, the European Union became a center of strong attraction. Access to it was attractive with obvious benefits and advantages, staying on its board threatened quite tangible material and political losses, not to mention lost opportunities. The European Union has turned into a supranational entity, possessing a single territory with a common border, with power and governing bodies. The article states that the analysis of world and European experience in the implementation of integration state policy is important for use in Ukrainian state management practice. It is about the mechanisms of formation and implementation of state policy in the field of European integration: political, financial-economic, organizational-administrative, institutional-legal, informational-communication, which should not function separately, but systematically, complementing and coordinating each other. Статтю присвячено процесам європейської інтеграції. Метою було дослідження феномену гнучкої інтеграції в Європейському Союзі, зокрема шляхом зіставлення теоретичної і законодавчої бази з практикою її імплементації. Завданням статті було здійснення аналізу світового досвіду формування й реалізації інтеграційної державної політики. У статті використано філософські, загальнонаукові та спеціально-наукові підходи й методи. Автором запропоновано ретроспективний погляд на події та процеси, які супроводжували об’єднання європейських держав у єдину могутню структуру сучасного типу. Розглянуто початкові етапи інтеграції в економічній сфері зі створення надкартелю у виробничих галузях та поширення цього процесу на інші галузі, насамперед атомну. Також акцентовано на створенні митного союзу та спільного ринку, формуванні об’єднаної валютної бази і, як наслідок, укладенні Шенгенської угоди, яка ліквідувала прикордонний контроль на внутрішніх кордонах об’єднання. Особливу увагу приділено процесам інституалізації об’єднавчих зусиль кран – учасниць Європейського Союзу та розширенню співпраці на нові сфери: зовнішню політику й оборону, внутрішню політику та правосуддя. Автор також аналізує включення проблематики прав і свобод у нормативну базу та практичну діяльність Європейського Союзу, що було зафіксовано в Маастрихтському договорі. Для країн, які залишалися поза Європейським Союзом, він ставав центром сильного тяжіння. Вступ до нього приваблював очевидними вигодами й перевагами, перебування за його межами загрожувало цілком відчутними матеріальними та політичними втратами, не кажучи вже про втрачені можливості. Європейський Союз перетворився на наднаціональне утворення, яке володіє єдиною територією із загальним кордоном, владними та керуючими органами. У статті зазначено, що аналіз світового і європейського досвіду з питань реалізації інтеграційної державної політики є важливим для використання в українській державно-управлінській практиці. Ідеться про механізми формування та реалізації державної політики у сфері європейської інтеграції, зокрема політичний, фінансово-економічний, організаційно-адміністративний, інституційно-правовий, інформаційно-комунікаційний, які повинні функціонувати не розрізнено, а системно, доповнюючи та координуючи один одного.
