Співпраця Європейського Союзу з міжнародними акторами в контексті імплементації стандартів спільної екологічної політики ЄС

Abstract

Environmental problems, threats and disasters have become global challenges for the modern international community in the 20th-21st centuries. The article analyzes the features and principles of the Common Environmental Policy of the European Union; effective forms and mechanisms of cooperation between the EU and international actors in the implementation of the standards of the Common European Environmental Policy were investigated. Also, the article substantiates the significance and effectiveness of the EU environmental policy, emphasizes the need to implement the standards of the Common Environmental Policy into the national legislation of both EU member states and countries that are not members of the European Union. In the context of the study of international cooperation in the implementation of standards and norms of the EU common environmental policy, the article focuses considerable attention on the analysis of the activities of European institutions in the implementation of the strategic goals of the EU Common Environmental Policy. In particular, the European Environment Agency (EEA) plays an important role in confronting global environmental challenges and countering environmental threats. The European Environmental Federation acts as an effective platform for the implementation of the EU’s common environmental policy, which ensures cooperation between environmental societies in twenty EU member states for the implementation of effective mechanisms for countering environmental threats and popularizing the conceptual foundations, norms and principles of the EU’s environmental policy in Europe and around the world. Strategically important vectors in the implementation of the standards of the common environmental policy of the European Union are the active and effective cooperation of the EU countries with the United States of America. In the context of responding to global environmental challenges and threats, the interaction of the European Union with the countries of Asia, Africa, and Latin America is developing dynamically. Cooperation with leading international organizations is an important component of the implementation of the standards of the Common Environmental Policy of the EU. In particular, coordinated and effective in the field of environmental protection, solving environmental problems and implementing environmental policy standards is the cooperation of the EU with the United Nations, and with the NATO and OSCE security organizations, which consider environmental problems as challenges to the global security system and respond to them effectively and promptly.The decisive vector in the implementation of the common environmental policy of the EU is the cooperation of the European Union with non-governmental international organizations (Greenpeace, International Green Cross, World Wildlife Fund). Глобальними викликами для сучасної міжнародної спільноти у ХХ-ХХІ столітті стали екологічні проблеми, загрози та катастрофи. У статті проаналізовано особливості та принципи Спільної екологічної політики Європейського Союзу; досліджено ефективні форми, механізми співпраці ЄС з міжнародними акторами в імплементації стандартів Спільної європейської екологічної політики. Також, у статті обґрунтовано значущість та ефективність екополітики ЄС, наголошено на необхідності імплементації стандартів Спільної екологічної політики у національні законодавства як держав-членів ЄС, так і країн, які не є членами Європейського союзу. У контексті дослідження міжнародної співпраці в імплементації стандартів і норм спільної екополітики ЄС, у статті значну увагу зосереджено на аналізі діяльності європейських інституцій у реалізації стратегічних цілей Спільної екологічної політики ЄС. Зокрема, вагому роль у протистояння глобальним екологічним викликам, протидії екологічним загрозам відіграє Європейське агентство з навколишнього середовища (ЄЕА). Ефективною платформою імплементації спільної екологічної політики ЄС виступає Європейська екологічна Федерація, що забезпечує співпрацю між екологічними товариствами у двадцяти країнах-членах ЄС для впровадження ефективних механізмів протидії екологічним загрозам та популяризації концептуальних засад, норм та принципів екологічної політики ЄС в Європі та в усьому світі. Стратегічно важливими векторами в імплементації стандартів спільної екологічної політики Європейського Союзу є активна та результативна співпраця країн ЄС зі Сполученими Штатами Америки. У контексті реагування на глобальні екологічні виклики та загрози, динамічно розвивається взаємодія Європейського Союзу з країнами Азії, Африки, Латинської Америки. Важливою складовою імплементації стандартів Спільної екологічної політики ЄС є співпраця з провідними міжнародними організаціями. Зокрема, узгодженою та результативною у галузі охорони навколишнього середовища, розв’язанні екологічних проблем та впровадженні стандартів екологічної політики є співпраця ЄС з Організацією Об’єднаних Націй, та з безпековими організаціями НАТО та ОБСЄ, які розглядають екологічні проблеми, як виклики глобальній системі безпеки та ефективно й оперативно реагують на них. Визначальним вектором у імплементації спільної екологічної політики ЄС є співпраця Європейського Союзу з неурядовими міжнародними організаціями (Грінпіс, Міжнародний Зелений Хрест, Всесвітній фонд дикої природи).
