Проблеми у сфері зовнішньої політики: сучасні проекції

Abstract

The current political situation in the world speaks of the activity of international relations, of increasing the actualization of the foreign policy of most countries of the world. But at the same time, in the scientific world, we observe a situation when foreign policy problems practically disappear from the field of scientific thinking, moving to the level of international relations. It was determined that even in terms of the number of works devoted to the theory of international relations and the theory of foreign policy, the direction of international relations prevails today. Therefore, the purpose of the article is to clarify modern projections of foreign policy problems, the task is to analyze problematic aspects and define modern projections of foreign policy in the context of distinguishing between the concepts of “foreign policy” and “international relations”. The achievement of the set goal was facilitated by the use of a system-analytical approach, which made it possible to separate the essential and qualitative components of modern projections of foreign policy problems as a whole construct, methods of comparative and structural-functional analysis, which provided an opportunity to determine the boundaries and structure the problematic field of foreign policy research and delimit it from the problem field of the analysis of international relations, the dialectical method, which made it possible to analyze various problems related to the formation and implementation of the state’s foreign policy, as well as methods of analysis, synthesis, problematization and systematization of foreign policy problems. It is substantiated that the main projections of modern foreign policy problems include: increasing the need for mass support of foreign policy within the state, as well as the need for public approval of the international community; analysis and evaluation of the instrumental efficiency of the state’s foreign policy; change in the foreign policy problem field; the existing contradiction of two leading principles of international law: the principle of the territorial integrity of states, the inviolability of their territory, and the right of nations to self-determination; the problem of language and language relations within the international political context; the study of public opinion as one of the factors in the formation of the state’s foreign policy; inclusion of gender issues in the analytical field of factors influencing foreign policy; the problem of using not only official, but also secret diplomacy and strategy to implement a foreign policy course. It has been proven that the opportunities for conducting a successful foreign policy course and the presence of a wide system of connections of various aspects in foreign policy enable the state to use many levers of influence on other countries. But if the balance of power is not observed, a real threat to the sovereignty of such a state may arise. Such an imbalance can affect the development of the state’s position and cooperation with other subjects on the world stage. Сучасна політична ситуації в світі говорить про активність міжнародних відносин, про підвищення актуалізації зовнішньої політики більшості країн світу. Але при цьому, в науковому світі, ми спостерігаємо ситуацію, коли проблеми зовнішньої політики практично зникають з терен наукових роздумів, переходячи до рівня міжнародних відносин. Визначено, що навіть за кількістю праць, які присвячені теорії міжнародних відносин та теорії зовнішньої політики – переважає сьогодні саме напрямок міжнародних відноси. Тому, метою статті визначено з’ясування сучасних проекцій проблем зовнішньої політики, завданням – аналіз проблемних аспектів та визначення сучасних проекцій зовнішньої політики в контексті розмежування понять «зовнішня політика» та «міжнародні відносини». Досягненню поставленої мети сприяло використання системно-аналітичного підходу, що дав можливість відокремити суттєво-якісні складові сучасних проекцій проблем зовнішньої політики як цілісного конструкту, методів компаративного і структурно-функціонального аналізу, які надали можливість визначити межі та структурувати проблемне поле дослідження зовнішньої політики та відмежувати його від проблемного поля аналізу міжнародних відносин, діалектичного методу, який дозволив проаналізувати різноманітні проблеми, що пов’язані з формуванням та реалізацією зовнішньої політики держави, також методів аналізу, синтезу, проблематизації та систематизації проблем зовнішньої політики. Обґрунтовано, що до основних проекцій сучасних проблем зовнішньої політики належать: підвищення потреби у масовій підтримці зовнішньої політики всередині держави, а також потреби у суспільному схваленні міжнародного співтовариства; аналіз та оцінка інструментальної ефективності зовнішньої політики держави; зміна зовнішньополітичного проблемного поля; наявне протиріччя двох провідних принципів міжнародного права: принципу територіальної цілісності держав, недоторканності їх території та права націй на самовизначення; проблема мови та мовних відносин у рамках міжнародно-політичного контексту; дослідження громадської думки як одного із факторів формування зовнішньої політики держави; включення гендерної проблематики до аналітичного поля факторів впливу на зовнішню політику; проблема використання для реалізації зовнішньополітичного курсу не лише офіційної, а й таємної дипломатії та стратегії. Доведено, що можливості для проведення успішного зовнішньополітичного курсу та наявність широкої системи зв’язків різних аспектів у зовнішній політиці дають можливість державі використати безліч важелів впливу на інші країни. Але у разі недотримання рівноваги сил може виникнути реальна загроза суверенітету такої держави. Такий дисбаланс може вплинути на розвиток становища та співробітництво держави з іншими суб’єктами на світовій арені.
