Зовнішньополітичні інтереси України в Катарі, Кувейті та ОАЕ

Abstract

The main characteristic features of the foreign policy of Qatar, Kuwait, and the UAE are outlined. The historical prerequisites for the cooperation of these countries with Ukraine are determined and their priority in Ukraine’s foreign policy strategy is clarified. The economic potential of the countries under study and their activity in the global space are analyzed. Emphasis is placed on realizing Ukraine’s economic interests in cooperation with the Gulf countries. The growing role of public diplomacy in the implementation of Ukraine’s foreign policy interests in Qatar, Kuwait, and the UAE is substantiated. Ukraine undoubtedly links its economic and political advantages of development with the Middle Eastern region, whose countries become international partners for its creation. Ukraine’s relationship with the Arab countries of the Persian Gulf is a multifactorial historical and economic-political process that includes economic, social-political, military-strategic aspects. The relevance of the research topic is increasing the objective need for scientific understanding of the formation of strategic political and economic cooperation of Ukraine with the Gulf countries, in particular Qatar, Kuwait and the UAE. The study of the process of development and implementation of Ukraine’s foreign policy strategy provides an opportunity from the standpoint of modern science to find out what are the prerequisites for Ukraine’s cooperation with these countries, and how the priorities of its foreign policy in this subregion are formed in view of the geopolitical situation. Domestic and foreign scientists devoted their works to the study of various forms of cooperation between Ukraine and the Gulf countries. Economic, political, cultural, informational and other directions of Ukraine’s cooperation with the countries of the Middle East, geopolitical transformations in this region, including in the Gulf countries, were considered in their works by the following Ukrainian researchers: O. Balanutsa, E. Haber, I. Ivashchuk, O. Koppel, V. Nazarkov, O. Szegeda, V. Tsivaty, G. Yavorska, and others. Окреслено основні характерні риси зовнішньої політики Катару, Кувейту, ОАЕ. Визначено історичні передумови співпраці цих країн з Україною та з’ясовано їхню пріоритетність у зовнішньополітичній стратегії України. Проаналізовано економічний потенціал країн, що досліджуються, та їхню активність у глобальному просторі. Акцентовано увагу на реалізації економічних інтересів України у співробітництві з країнами Затоки. Обґрунтовано зростаючу роль публічної дипломатії у реалізації зовнішньополітичних інтересів України в Катарі, Кувейті, ОАЕ. Свої економічні та політичні переваги розвитку Україна, безперечно, пов’язує з регіоном Близького Сходу, країни якого стають міжнародними партнерами для його створення. Взаємовідносини України з арабськими країнами Перської затоки – це багатофакторний історичний та економіко-політичний процес, який включає економічні, соціально-політичні, військово-стратегічні аспекти. Актуальність теми дослідження посилює об’єктивну потребу наукового осмислення формування стратегічного політичного та економічного співробітництва України з країнами Перської затоки, зокрема Катаром, Кувейтом та ОАЕ. Дослідження процесу розробки та реалізації зовнішньополітичної стратегії України дає можливість з позицій сучасної науки з’ясувати, які передумови співробітництва України з цими країнами, як формуються пріоритети її зовнішньої політики в цьому субрегіоні з огляду на геополітичну ситуацію. Вивченню різноманітних форм співробітництва України з країнами Перської затоки присвятили свої праці вітчизняні та зарубіжні вчені. Економічні, політичні, культурні, інформаційні та інші напрямки співробітництва України з країнами Близького Сходу, геополітичні трансформації в цьому регіоні, в тому числі в країнах Перської затоки, розглядали у своїх працях такі українські дослідники: О. Балануца, Е. Хабер, І. Іващук, О. Коппель, В. Назарков, О. Сегеда, В. Ціватий, Г. Яворська та ін.
