Румунський націоналізм в історичному контексті: коріння, історія, перспективи

Abstract

The article is devoted to the historical and political analysis of the phenomenon of Romanian nationalism and its clear and indirect influence on modern international processes and, in particular, Ukrainian-Romanian relations. Formulated factors that determine the relevance of Romanian nationalism in modern political realities. The historical roots of Romanian nationalism, the peculiarities of its development against the background of historical processes of the 19th - 21st centuries are studied. The key features of Romanian nationalism, which determine its uniqueness and significant political potential, are revealed. On the example of the evolution of Romanian nationalism in the 19th and 20th centuries. the process of transformation of religious, ethnic and ideological slogans into a utilitarian foreign and domestic political course under the influence of objective geopolitical factors is illustrated. The subject of the article is a key feature of Romanian nationalism, which distinguishes it from other examples of nationalisms in Europe: an extremely short period of formation of a nation from disparate, albeit ethno-culturally close ethnic groups, which, moreover, lived to a large extent on the territories of other states in a dense polyethnic environment. The forced process of formation of political and intellectual elites led to another characteristic feature of Romanian radical nationalism – a close union of intellectuals and radical political circles. At the same time, the actual absence of any opposition was determined not by totalitarian measures to suppress it, but by broad support for the radical-chauvinist course in society. The historical dynamics shows the almost continuous historical continuity of the Great Romanian political tradition, under which even the communist regime, based on a supra-ethnic, class ideology, inevitably returned to the monarchy-dictatorship model. The key points of influence of the nationalist ideology of “Greater Romania” on modern Ukrainian-Romanian ethno-political relations are analyzed. The methods of “soft power” used by the Romanian side to politicize the Romanian minority in Ukraine are shown. Romania’s purposeful course has been proven to: 1) ignore the ethno-cultural needs of the Ukrainian minority in Romania; 2) attempts by administrative measures to artificially disperse the Ukrainian minority along sub-ethnic lines; 3) the desire to include representatives of other ethnic groups (Moldavians and Gagauz) among the ethnic Romanians on the territory of Ukraine. The viability of the “Greater Romania” doctrine has been proven, its successful adaptation to modern political realities. The prospects for further influence of Romanian nationalism on international processes are analyzed. Стаття присвячена історико-політичному аналізу феномену румунського націоналізму і його явному та опосередкованому впливу на сучасні міжнародні процеси і, зокрема, українсько-румунські відносини. Сформульовані фактори, що визначають актуальність румунського націоналізму у сучасних політичних реаліях. Досліджуються історичні коріння румунського націоналізму, особливості його розвитку на тлі історичних процесів ХІХ – ХХІ століть. Виявлені ключові риси румунського націоналізму, які зумовлюють його унікальність та значний політичний потенціал. На прикладі еволюції румунського націоналізму ХІХ-ХХ ст. проілюстровано процес трансформації релігійних, етнічних та ідеологічних гасел в утилітарний зовнішньо- та внутрішнполітичний курс під впливом об’єктивних геополітичних чинників. Предметом дослідження статті є ключова риса румунського націоналізму, що виокремлює його серед інших прикладів націоналізму в країнах Європи: надзвичайно короткий термін формування нації з розрізнених, хоча і етнокультурно близьких етнічних груп, які, до того ж значною мірою поживали на територіях інших держав у щільному поліетнічному оточенні. Форсований процес формування політичних та інтелектуальних еліт зумовив іншу характерну рису румунського радикального націоналізму – тісний союз інтелектуалів та радикальних політичних кіл. При цьому фактична відсутність будь якої опозиції була зумовлена не тоталітарними заходами її придушення, а широкою підтримкою радикально-шовіністичного курсу у суспільстві. У історичній динаміці показана майже безперервна історична наступність великорумунської політичної традиції, за якої навіть комуністичний режим заснований на над етнічній, класовій ідеології неминуче повернувся до диктатури монархічно-диктаторського зразка. Проаналізовані ключові моменти впливу націоналістичної ідеології «Великої Румунії» на сучасні українсько-румунські етнополітичні відносини. Показані методи «м’якої сили» які використовуються румунською стороною задля політизації румунської меншини в Україні. Доведений цілеспрямований курс Румунії на: 1) ігнорування етнокультурних потреб української меншини в Румуні; 2) намагання адміністративними заходами штучно розпорошити українську меншину за субетнічними ознаками; 3) прагнення зарахувати до етнічних румун на території України представників інших етнічних груп (молдаван та гагаузів). Доведена життєздатність доктрини «Великої Румунії», її успішна адаптація до сучасних політичних реалій. Проаналізовані перспективи подальшого впливу румунського націоналізму на міжнародні процеси.
