Політика локальної ідентичності: соціально-політичний аспект

Abstract

The paper shows how updating the local identity policy in Ukraine is related to the reform of decentralization and the unification of territorial communities, because local identity is the most important resource for constructing local territories, and an organizing factor for political development and socio-economic transformations. As well it contributes to the accumulation of social capital, provides a productive dialogue between the authorities and society, authorities and the opposition, and contributes to the formation of the mutually agreed foundations on the problems of local community development, also it ensures the legitimacy of local political institutions. The paper aims to define the essence, tasks and main subjects of local identity politics, the relationship between political and social local identities. It is emphasized that the research is based on the principles of dialectics, socio-cultural and systemic approaches, such methods as terminological, systemic, structural-functional, cognitive methods, the method of political discourse, etc. were applied to ensure the objectivity of scientific analysis and the comprehensiveness of obtaining information. The main goal of the local identity policy is indicated as the formation of a stable local identity, which will become the basis for the consolidation of the local community on the main problems and tasks of development, the value component of territory modernization. The policy of local identity, as a social project, involves the development of a model of local identity, strategy and tactics for its implementation (planning specific steps and actions). The local political identity is determined as a part of the social local identity and it is closely related to other local identities, social stratification of identity subjects, and their disposition in various social fields. It is substantiated that the more specified the local social identity among the members of the community is, the stronger its political aspect is, and the relationship with the political (legislative, managerial, controlling) sphere that regulates social territorial relations. In a democracy, the politics of local political identity does not imply an authoritarian imposition of identities, it is about constructing and coordinating political goals, values and norms for the development of a local community. The conversion of social identities into political ones occurs under the influence of many factors, the combination of which leads to the political mobilization of the local community or individual groups. Показано, що актуалізація локальної політики ідентичності в Україні тісно пов’язана з реформою децентралізації та об’єднанням територіальних громад, тому що локальна ідентичність є найважливішим ресурсом конструювання локальних територій та організуючим фактором політичного розвитку, соціально-економічних перетворень, сприяє накопиченню соціального капіталу, забезпечує продуктивний діалог між владою та суспільством, владою та опозицією, сприяє формуванню узгоджених базисних засад з проблем розвитку локальної спільноти, забезпечує легітимність місцевих політичних інститутів. Метою статті є визначення сутності, завдань та основних суб’єктів локальної політики ідентичності, взаємозв’язку політичної і соціальної локальних ідентичностей. Підкреслено, що в основу дослідження було покладено принципи діалектики, соціокультурний та системний підходи, застосовувались такі методи як термінологічний, системний, структурно-функціональний, когнітивний, метод політичного дискурсу та ін. методи та прийоми, що забезпечило об’єктивність наукового аналізу та всебічність здобуття інформації. Наголошено, що основною метою локальної політики ідентичності є формування сталої локальної ідентичності, яка стане базисною основою консолідації локальної спільноти з основних проблем та завдань розвитку, ціннісною складовою модернізації території. Політика локальної ідентичності як соціальний проєкт передбачає розробку моделі локальної ідентичності, стратегії та тактики її реалізації (планування конкретних кроків і дій). Визначено, що локальна політична ідентичність є частиною соціальної локальної ідентичності та тісно пов’язана з іншими локальними ідентичностями, соціальною стратифікацією суб’єктів ідентичності, їх диспозицією у різних соціальних полях. Обґрунтовано тезу: чим більше виражена локальна соціальна ідентичність у членів спільноти, тим більше проявляється її політичний аспект, взаємозв’язок із політичною (законодавчою, управлінською, контролюючою) сферою, яка регулює суспільні територіальні відносини. Визначено, що при демократії політика локальної політичної ідентичності не перед- бачає авторитарного нав’язування ідентитетів, а ґрунтується на засадах конструювання та узгодження політичних цілей, цінностей, норм розвитку локальної спільноти. Конвертація соціальних ідентичностей у політичні відбувається під впливом багатьох факторів, поєднання яких призводить до політичної мобілізації локальної спільноти або окремих її груп.
