Співфінансування в системі технологій миробудівництва: на прикладі допомоги Україні під час російської військової агресії

Abstract

The aim of the article is to study the application of co-financing technologies (crowdfunding) in wartime conditions. The study is based on the analysis of the case of international support for Ukraine in order to counter the Russian aggression in 2022. The objectives are: 1) to investigate how co-financing technologies can be applied for the defence of the state and the support of the civilian population under conditions of armed aggression; 2) to study the existing global experience of turning to co-financing technologies in war conditions and to identify the peculiarities of the Ukrainian case; 3) to determine the advantages, problems and risks that appear in the course of application of crowdfunding technologies during the war and post-war reconstruction; 4) to find out the motivation of the public of other states to co-finance the solution or mitigation of the problems caused by Russia’s aggression on the territory of Ukraine. The research is based on the analysis of projects supporting Ukraine and Ukrainians during the days of the Russian aggression on leading crowdfunding platforms. Crowdfunding is considered as form of remote involvement, element of digital action repertoires, which are used by the democratic public from all over the world (and in the case of Ukraine, also by government institutions) to convey their position on war and mitigate its consequences. It is concluded that modern technologies of co-financing enable remote involvement of citizens of different states in international conflicts and humanitarian crises caused by these conflicts and wars. The dependence of the use of crowdfunding technologies on the type of political regime and the characteristics of political culture of the dominant part of the population is proven. Метою статті є вивчення застосування технології краудфандингу в умовах війни. В основі дослідження є аналіз кейса міжнародної підтримки України для протидії російській агресії у 2022 р. Поставлені завдання: 1) дослідити, як технології співфінансування можуть застосовуватися для оборони держави та підтримки цивільного населення в умовах збройної агресії; 2) вивчити наявний світовий досвід звернення до технологій співфінансування в умовах війни та виявити особливості українського кейса; 3) визначити переваги, проблеми й ризики, які проявляються під час застосування технології краудфандингу під час війни та повоєнної відбудови; 4) з’ясувати мотивацію громадськості інших держав співфінансувати розв’язання чи пом’якшення проблем, зумовлених агресією Росії на території України. Дослідження проведене на основі аналізу проєктів підтримки України та українців у дні російської агресії на провідних краудфандингових платформах. Краудфандинг розглянуто як форму віддаленої залученості, елемент репертуару цифрових дій, які використовує демократична громадськість з усього світу (а у випадку України – також і владні інститути) для донесення позиції щодо війни, пом’якшення її наслідків. Зроблено висновок, що сучасні технології співфінансування уможливлюють дистанційну залученість громадян різних держав до міжнародних конфліктів та гуманітарних криз, зумовлених цими конфліктами, війнами. Доведена узалежненість використання технології краудфандингу від типу політичного режиму та характеристик політичної культури більшості населення.
