Роль олігархічних впливів у становленні розвинених демократичних систем: український кейс

Abstract

The article examines the role of oligarchic influences in the formation and development of democratic systems with an emphasis on Ukrainian democracy at the time of independence (1991-...). Ukraine is on the way from a young, developing democracy to a country with a developed democracy. The problem of the influence of oligarchs on the political life of the country sounds all the time, is included in the programs of political parties and is one of the most painful issues of this country. Nevertheless, oligarchy is an integral part of the existence of any world democracy. Large entrepreneurs or groups of entrepreneurs influence political decision-making and have their own political representation in the United States, Canada, Japan, other developed democracies around the world, and have played various roles with negative and positive influences in the formation of such systems throughout history. Nevertheless, we cannot call any of the above-mentioned countries oligarchic, but the definition of the Ukrainian political system rarely goes without mentioning the oligarchic influences on the formation of the political agenda both in the country’s internal and external affairs. The Law “On Prevention of Threats to National Security Associated with the Excessive Influence of Persons Who Have Significant Economic or Political Weight in Public Life (Oligarchs)” drew even more public attention to solving the problem of oligarchy. Comparing Ukrainian democracy with developed Western democracies, attention is always drawn to actual differences in the functioning of these systems. However, it is impossible to compare the 30-year-old Ukrainian democracy with the American or numerous European democracies, which are much older, because the path that Ukraine is taking now was taken by the mentioned countries many years ago. The article provides examples of the functioning of oligarchic elements in countries with developed democratic systems in the last century and today, analyses the positive effects of oligarchy on the economic, social and political life of Ukraine, compares the formation of Ukrainian democracy with the development of the autocratic-oligarchic system of the Russian Federation and the role of oligarchic elements in these processes. У статті досліджено роль олігархічних впливів у становленні та розвитку демократичних систем з акцентом на українській демократії часів незалежності (1991-…). Україна стоїть на шляху від молодої демократії, що розвивається, до країни з розвиненою демократією. Проблема впливів олігархів на політичне життя країни звучить повсякчасно, включається до програм політичних партій та є одним з найболючіших питань нашої країни. Тим не менш, олігархія є невід’ємною частиною існування будь-якої світової демократії. Великі підприємці чи групи підприємців мають вплив на прийняття політичних рішень та мають власне політичне представництво у США, Канаді, Японії та інших розвинених демократіях по всьому світу, та відігравали різні роли з негативними та позитивними впливами під час становлення таких систем з плином історії. Тим не менш, ми не можемо назвати якусь з вищезгаданих країн олігархічною, але визначення українського політикуму рідко проходить без згадки про олігархічні впливи на формування політичного порядку денного як у внутрішніх справах країни, так і у зовнішніх. Закон «Про запобігання загрозам національній безпеці, пов’язаним із надмірним впливом осіб, які мають значну економічну або політичну вагу в суспільному житті (олігархів)» ще більше привернув увагу суспільства до вирішення «проблеми» олігархії. Порівнюючи українську демократію з розвиненими західними демократіями, увага завжди звертається на актуальні розбіжності у функціонуванні цих систем. Це є помилкою, адже порівнювати українську демократію віком в 30 років та американську, чи численні европейські демократії, які значно старші, неможливо, адже шлях, який Україна проходить зараз було пройдено зазначеними країнами багато років тому. У статті наведено приклади функціонування олігархічних елементів в країнах з розвиненими демократичними системами в минулому столітті та сьогоденні, проаналізовано позитивні впливи олігархії на економічне, соціальне та політичне життя України, порівняно становлення української демократії з розвитком автократично-олігархічної системи Російської Федерації та роль олігархічних елементів у цих процесах.
