Політичний консалтинг та вплив політичних технологій на електоральну думку

Abstract

Political technologies are a component of the process of formation of a democratic political society, development of the political culture of society. This article highlights the essence and purpose of political consulting, the prerequisites for the emergence of this phenomenon, the areas of application of political technologies, as well as examples of the use of political technologies and their impact on the political consciousness of citizens. In light of the study of the essence of the concept of «political technology», it is important to understand the concept of political consulting and political technological manipulation. Political consulting is a fairly new scientific direction that studies activities that satisfy the needs of society, selected groups or individuals in achieving the goals of controlled changes in the existing socio-political situation. The relevance of consideration of the essence, main functions and specifics of political consulting is determined by the increased attention of public and political leaders to this area of activity, which leads to an increase in demand for specialists in the development of the socio-political process. It is worth emphasizing that as a field of activity, this industry has a certain historical basis and practice. Until the moment of complete industrialization and digitalization of society and state institutions, the functions of political consultants were performed by advisers, secretaries, sages and confessors close to the ruling elite. It is fair to note that even today, political leaders, despite the presence of a special political-technological unit in their staff, have individual advisers in various spheres of socio-political fields. As for political manipulation, unlike interpersonal manipulation, political manipulation is impersonal and involves influencing the masses. The will of minorities, in a veiled form, is imposed on the majority. The manipulator uses the social, religious, cultural, ethnic and gender preferences and beliefs that form the basis of the group’s overall self-identification to control the crowd. Thus, the use of political technologies thanks to the activity of political consultants through manipulation has a direct goal – to influence electoral opinion in order to achieve the desired political result. Політичні технології – це складова процесу формування демократичного політичного суспільства, розвитку політичної культури соціуму. У цій статті висвітлюється сутність та мета політичного консультування, передумови виникнення цього явища, сфери застосування політичних технологій, а також приклади використання політичних технологій та їх вплив на політичну свідомість громадян. В світлі дослідження сутності поняття «політичні технології», важливим є розуміння поняття політичного консалтингу та політтехнологічних маніпуляцій. Політичний консалтинг – досить новий науковий напрям, що вивчає діяльність, яка задовольняє потреби суспільства, обраних груп або індивідів у досягненні цілей керованих змін існуючої суспільно-політичної ситуації. Актуальність розгляду сутності, основних функцій та специфіки політичного консалтингу, визначається посиленою увагою громадських та політичних лідерів до цього напряму діяльності, що призводить до збільшення попиту на фахівців у розвитку соціально-політичного процесу. Варто акцентувати увагу, що як сфера діяльності дана галузь має певну історичну основу та практику. До моменту повної індустріалізації та діджиталізації суспільства та державних інституцій, функції політичних консультантів, виконували наближені до правлячої еліті радники, секретарі, мудреці та сповідники. Справедливо відзначити, що й сьогодні, політичні лідери, не дивлячись на наявність в своєму штаті спеціальної політтехнологічної одиниці, мають окремих радників по різних сферах суспільно-політичних галузей. Щодо політичних маніпуляцій, то на відміну від міжособистісних, політичні маніпуляції знеособлені та передбачають вплив на широкі маси. Воля меншин, у завуальованій формі нав’язується більшості. Маніпулятор для управління натовпом використовує її соціальні, релігійні, культурні, етнічні та гендерні переваги та переконання, що служать основою загальної самоідентифікації групи. Таким чином, використання політичних технологій завдяки діяльності політичних консультантів через маніпуляції мають пряму ціль – вплив на електоральну думку задля досягнення бажаного політичного результату.
