Державна влада і місцеве самоврядування в умовах модернізації політичної системи сучасного українського суспільства

Abstract

Дисертація присвячена дослідженню політологічних аспектів інституціональних змін, механізмів організації й функціонування органів державної влади й місцевого самоврядування в умовах модернізації політичної системи суспільства. На основі широкої джерелознавчої бази проведено аналіз вітчизняної і закордонної політико-правової думки, що узагальнює теорію і практику становлення системи державно-владних відносин і перспективи її розвитку в Україні. Розкрито конституційно-правові механізми взаємодії державної влади і місцевого самоврядування, запропоновані принципи, які дозволяють забезпечити автономію місцевого самоврядування та більш повну реалізацію його управлінського потенціалу. Розроблено концепцію збалансованих взаємовідносин державної влади й місцевого самоврядування та обґрунтовані умови удосконалення системи державно-владних відносин через розвиток представницької демократії. Thesis is devoted to the research of the political science aspects of institutional changes, mechanisms of organization and functioning of state bodies and local self-government in the conditions of modernization of political system of the society. The analysis of domestic and foreign political and legal thought is carried out on the basis of broad spectrum of resources, which summarizes the theory and practice of formation of the system of state and power relations, and perspectives of its development in Ukraine. The constitutional and legal mechanisms of state power and local self-government interaction are disclosed; the principles, which ensure autonomy of local self-government and more complete realization of its managerial capacity, are suggested. The concept of a balanced relationship between state power and local self-government is developed; the conditions for improving state and power relations system through the development of representative democracy are substantiated.
