Цифровізація публічного управіння на регіональному та міському рівнях

Abstract

Загальний курс держави на цифровізацію усіх сфер життя актуалізував питання, пов’язані з цифровізацією публічного управління. Останнім часом центральна влада робить конкретні кроки в розробці стратегії цифровізації регіонів, що дозволить зробити процес цифровізації на містах більш ефективним. У статті проаналізовано використання термінологічного апарату та законодавча база цифровізації публічного управління, окреслені основні перешкоди на цьому шляху та розглянути напрямкі цифровізації публічного управління на регіональному та місцевому рівнях. The purpose of the article was to analyze the terminology and legislation of digitalization of public administration, to outline obstacles in this way and to consider the directions of digitalization of public administration at the regional and local levels. The definitions of digital technologies, digitalization and digital transformation are given. Consider the steps taken by the central government in developing a strategy for digitization of regions, which will make the process of digitization in cities more efficient. There are a number of problems in the digitalization of Ukraine's regions, including imperfect digital infrastructure, problems with high-speed broadband Internet access in small towns and rural areas, and insufficient digital literacy of citizens and public servants. The directions of digital transformation of public administration at the regional and local levels which are the most perspective are considered. Among them are the development of open data, blockchain technology, digital workplaces, the Internet of Things, digital government platforms, cloud technologies.
