«Етика збройної боротьби»: поняття, проблеми, перспективи дослідження

Abstract

The research paper aims at substantiating the need to identify a specific field for the ethics of armed conflict as a separate practically oriented component of military professional ethics taking into account the moral and ethical issues that result from prolonged hostilities in Ukraine and the challenges law enforcement agencies face in terms of risk society. The study also focuses on the analysis of possible approaches to considering the content of the ethics-of-armed-conflict concept and its definition. Theoretical basis of the study: fundamental studies of domestic and foreign experts that cover the problems of ethics of war and ethics of peace, as well as modern research papers on the need for a specific practice-oriented ethics which would consider moral and ethical issues arising during contemporary armed conflicts, and studies that take into account the existential dimensions of war. Methodological basis: concrete historical, systemic, interdisciplinary and activity approaches. Research methods: philosophical reflection, analysis, synthesis, document analysis and monitoring. The context of the study encompasses the realities of public life in Ukraine in the context of a prolonged armed conflict in the East of the country and higher military education provided to future officers at the National Academy of the National Guard of Ukraine. The results obtained in the course of the study are distinguished by their originality: 1) the need for distinguishing the ethics of armed conflict as practically oriented ethics, the subject field of which is formed by specific moral and ethical problems that arise during the armed conflict or become its consequence is substantiated; 2) the expediency of interpreting the ethics of armed conflict as a necessary component of military professional ethics but not the ethics of war is substantiated; 3) the ethics of armed conflict was preliminary defined; 4) possible approaches to considering the content of the ethics-of-armed-conflict concept were identified and an analysis of the values, norms and principles of the ethics of armed conflict was conducted; 5) it is proved that the identification and standardization of universal norms will allow to form the ethos of armed conflict as a semantic system-forming basis for the ethics of armed conflict; 6) a range of specific moral and ethical issues that form the subject field of ethics of armed conflict was outlined. Conclusions: 1) the issue of moral and ethical competence of the military appears as strategically important in terms of risk society as it turn out to be extremely relevant in the context of growing armed conflicts; moral and ethical beliefs of the military become an effective internal regulator of their behavior, providing the possibility of optimal moral choice in difficult ambiguous situations in the combat zone; 2) a specific range of complex moral and ethical problems and dilemmas that arise as a result of armed conflict forms the subject field for the ethics of armed conflict and this requires awareness of the need for its specification as a sufficiently independent practical component of military-professional ethics; 3) it is necessary today to standardize the content of the ethics-ofarmed conflict concept, its categorical apparatus, to identify and standardize those values, norms and principles of the armed conflict that appear as universal and build the ethos of the armed conflict. Problem-solving directions and practical implementation of the ethics of armed conflict are outlined in the paper. Метою роботи є обґрунтування з урахуванням тих морально-етичних проблем, які стають наслідком ведення тривалих бойових дій на теренах України, та викликів, що стоять перед силовими структурами світу у суспільстві «ризику», необхідності виокремлення специфічного предметного поля «етики збройної боротьби» як практично орієнтованої складової частини військово-професійної етики, аналіз можливих підходів до розгляду змісту поняття «етика збройної боротьби» та його визначення. Теоретичною основою дослідження є фундаментальні праці вітчизняних та закордонних фахівців щодо проблем «етики війни» та «етики миру», а також сучасні роботи, присвячені обґрунтуванню необхідності виокремлення специфічної практично орієнтованої етики, яка б опікувалась розглядом морально-етичних проблем, що виникають під час збройних конфліктів сучасності, та дослідження, які враховують екзистенційні виміри війни. Методологічна основа – конкретно-історичний, системний, міждисциплінарний та діяльнісний підходи. Методами дослідження є методи філософської рефлексії, аналізу, синтезу, аналізу документів та моніторингу. Контекстом дослідження слугують реалії суспільного життя України за умов тривалого збройного конфлікту на сході країни та вища військова освіта. Своєрідність отриманих результатів полягає у такому: 1) обґрунтовано необхідність виокремлення «етики збройної боротьби» як практично орієнтованої етики, предметне поле якої формують специфічні морально-етичні проблеми, що виникають під час ведення збройної боротьби, або стають її наслідком; 2) обґрунтовано доцільність інтерпретації «етики збройної боротьби» як необхідного складника військово-професійної етики, а не «етики війни»; 3) надано робочий варіант визначення поняття «етика збройної боротьби»; 4) виявлено можливі підходи до розгляду змісту поняття «етика збройної боротьби» та проведено, відповідно, аналіз цінностей, норм та принципів етики збройної боротьби; 5) доведено, що виявлення універсальних норм дасть змогу сформувати «етос» збройної боротьби як смислову системоутворюючу основу «етики збройної боротьби»; 6) окреслене коло специфічних морально-етичних проблем, що формують предметне поле «етики збройної боротьби». Окреслено перспективні напрями розробки означених у дослідженні проблем та практичної реалізації «етики збройної боротьби».
