The implementation of these tasks optimizes opportunities to avoid new terrorist acts in a timely manner, to prepare and implement global counter-terrorist strategies. To achieve this goal, philosophical, general scientific research methods were used. Namely: analysis and synthesis, critical-constructive method, comparative method, philosophical analysis. Received results. It is determined that the main features of this dangerous crime include encroachment on peaceful development and the principles of international law, in the emergence of a threat to the lives of political forces and statesmen, a large number of people who commit acts against death for fear of death, torture and financial loss, if at the same time terrorist actions do not receive the corresponding resistance. The basis of the form of manifestations of terrorism, namely: combat, socio-political and criminal, is considered and their characteristics are given. Emphasis is placed on the fact that nowadays there is a tendency all over the world to involve citizens and active youth in terrorist groups, which is carried out by distributing relevant literature, video and audio materials among young people, which cover the ideology of terrorism, which in the future may to be implemented in the commission of terrorist acts as one of the main means of obtaining the set terrorist goals. Сonclusion. As a result of the study it was concluded that the spread of the ideology of terrorism is the main means of inclusion in terrorist groups of a large number of citizens. To solve this problem, information and communication technologies are used to promote ideological goals and theoretical analysis of violence, encouraging other social groups whose work is partially or fully in the interests of terrorist groups in order to obtain the goals outlined by them. Актуальність проблеми. Поглиблене вивчення у науці тероризму має важливе значення для знайдення основних напрямів боротьби з ним. Вивчення змісту тероризму та розгляд соціально-психологічних, економічних і політичних чинників, які впливають на нього, сприяють прогнозуванню його виникнення. Реалізація зазначених завдань оптимізує можливості вчасно уникати нових терористичних актів, проводити підготовку і здійснювати глобальні контр терористичні стратегії. Вивчення основних аспектів тероризму нині є актуальним і потребує детального вивчення. Мета статті. Аналіз сучасного тероризму: філософія, ідеологія і форми прояви. Методи дослідження. Для досягнення поставленої мети використовувалися філософські, загальнонаукові методи дослідження, а саме: аналіз і синтез, критико-конструктивний метод, порівняльний метод, філософський аналіз. Результати дослідження. Визначено, що до головних ознак цього небезпечного злочину належить посягання на мирний розвиток і принципи міжнародного права, у виникненні небезпеки, яка загрожує життю представників політичних сил і державних діячів, значної кількості населення, що під страхом загибелі, катувань, фінансових втрат здійснюють проти бажання вчинки, якщо терористичні акції не отримують відповідного опору. Розглянуто основі форми проявів тероризм, а саме: бойовий, соціально-політичний і кримінальний, надано їх характеристику. Акцентовано увагу на тому, що нині в усьому світі є тенденція залучення в терористичні групи громадян та активної молоді, що здійснюється за допомогою поширення серед молодих людей відповідної літератури, відео- й аудіоматеріалів, у яких висвітлюється ідеологія тероризму, що у майбутньому може реалізовуватися у здійсненні терористичних актів як одного головного засобу отримання поставлених терористичних цілей. Висновки. Було зроблені висновки, що поширення ідеології тероризму є основним засобом включення до терористичних груп значної кількості громадян Для розв’язання цієї проблеми застосовуються інформаційно-комунікативні технології для пропагування ідейних цілей і теоретичного аналізу насильницьких дій, створення недовіри до органів влади серед громадян, заохочення інших соціальних угруповань, робота яких частково або повністю відповідає інтересам терористичних груп із метою отримання окреслених ними цілей.
