Stephen Toulmin’s epistemological concept of “intellectual ecology” is considered, firstly, as a metaphor of understanding, and secondly, in the context of the practical foundations of the environmental approach to the formation of urban formations. It is shown that the problem of finding changing cognitive relations between unchanging person and changing nature is more justified than between changing person and changing nature, because the mental nature of person remains unchanged for millennia, and the ability to perceive civilizational mutations imposes on this invariability the corresponding features, and they provoke the discovery of the apparent variability of person under the pressure of sociocultural circumstances. It is emphasized that the creation of new conceptual possibilities requires not only collective dissatisfaction with the existing range of concepts within one scientific discipline or individual proposal of any alternative procedure of explanation within social forms, but a combination of both. Among other things, the comparative comparisons with Toulmin’s concept involve philosophical observations of representatives of the Kyiv school of philosophy of the 1960s and 1970s (P. Kopnin, O. Kedrovsky). It is noted that the procedure of such a combination can be most clearly illustrated by referring to the concepts of the environmental approach developed in the theory of urbanism (V. Glazychev). In particular, it was found that in practice the optimal mechanism for interaction between the internal scientific and socio-economic factors is developed for the organization of the urban environment, the concepts within which can “survive” due to the urgent importance of contributing to improving understanding of general tasks facing the organization of this mechanism. Even if such a model is carried out under the influence of external factors (authority of thought, leadership, ideological conditions, etc.), the passage of new concepts aimed at better understanding of tasks occurs through a kind of filters that appear to be self-sufficient. Finally, it is shown that the functioning of the concept of “intellectual ecology” in the system of evolutionary epistemology indicates the theoretical potential for further humanization of natural and technical sciences.
