Політична безпека: внутрішньополітичні виклики та загрози

Abstract

Social and macro-political stability is analyzed, the importance of which, despite the significant differentiation of political interests in the institutional structure of politics, remains high. Signs of unsatisfactory state of political stability and “alarming symptoms” in the form of large-scale crises in the system of political representation and decision-making have been studied. Dysfunctional elements of the political-institutional system have been identified in order to identify in advance the tendency to lose the balance between the set of political actions and the level of public satisfaction with them. The specifics of security challenges, which are critical to the prospects of sustainable democratic development, have been identified. The article uses general scientific methods and professional methods of modern political science. In particular, institutional analysis (establishes the features of institutional safeguards of political security), comparative method (compares the importance and impact without peak challenges for the environment and key elements of the political system). General scientific methods include factor analysis and extrapolation. They help to determine the significance of the states of stability and instability of the political system, to establish the nature and nature of security challenges in the framework of political transformations. Attention is paid to the peculiarities of the interaction of branches of government and the main directions of development of society that need protection. A kind of “red lines” are considered, which cannot be eliminated or overcome without reaching a constitutional consensus and meaningful consultations. The destabilizing influence of destructive political behavior, incorrect choice of political alternatives, unilateral actions without consultation with the rest of the participants in the political process based on their own selfish considerations and needs has been established. It is proved that the involvement of governments and relevant executive institutions in security issues requires complementarity in the form of active participation of public structures. It is established that the dialogue between political opponents in the conditions of transformation is complicated due to the low level of political culture and the lack of strategic thinking of elites. The importance of the dominance of informal group structures that manage political entities participating in elections and parliamentary factions is revealed. It was found that the prevention of external interference is provided by appropriate qualifications and resource training of political actors. It is proved that in the next phase of political stability, political actors try to act in accordance with the balance of interests. У статті аналізується суспільна та макрополітична стабільність, значення якої, попри істотну диференціацію політичних інтересів в інституційній структурі політики, залишається незмінно високим. Вивчено ознаки незадовільного стану політичної стабільності та «тривожні симптоми» у вигляді масштабних кризових явищ у системі політичного представництва та прийняття рішень. Встановлено дисфункційні елементи політико-інституційної системи з метою завчасного виявлення тенденції до втрати рівноваги між сукупністю політичних дій та рівнем задоволеності ними суспільства. З’ясовано специфіку безпекових викликів, які виступають середовищем, що набуває критичного значення для перспектив сталого демократичного розвитку. Під час дослідження використано загальнонаукові методи та фахові методи сучасних політичних наук. Зокрема, був використаний інституційний аналіз для встановлення особливостей інституційних запобіжників стану політичної безпеки, а також компаративний метод для порівняння значення та впливу безпекових викликів на середовище та ключові внутрішні елементи політичної системи. Загальнонаукові методи включають факторний аналіз та метод екстраполяції. Вони допомагають визначити значення станів стабільності та нестабільності політичної системи, встановити сутність та характер безпекових викликів у рамках політичних трансформацій у прогностичній площині. Увага приділяється особливостям взаємодії гілок влади та магістральним напрямам розвитку суспільства, які потребують захисту. Розглянуто «червоні лінії», які не можуть бути усунені або подолані без досягнення конституційного консенсусу та вагомих консультацій. Встановлено дестабілізуючий вплив деструктивної політичної поведінки, невірного обрання політичних альтернатив, односторонніх дій без консультацій з рештою учасників політичного процесу на основі власних егоїстичних міркувань та потреб. Доведено, що залученість урядів та відповідних виконавчих інституції до питань безпеки вимагає доповнення у вигляді активної участі громадських структур. Встановлено, що діалог між політичними опонентами в умовах трансформації ускладнений через низький рівень політичної культури й відсутність стратегічного мислення в еліти. Розкрито значення домінування неформальних групових структур, які здійснюють управління політичними суб’єктами – учасниками виборів та парламентськими фракціями. З’ясовано, що запобігання зовнішньому втручанню забезпечується відповідною кваліфікацією та ресурсною підготовкою політичних акторів. Доведено, що в умовах чергової фази політичної стабільності політичні актори намагаються діяти відповідно до балансу інтересів.
