Особливості використання політичних технологій на президентських та парламентських виборах 2019 р.

Abstract

The article considers the specifics of the use of election technology in the presidential and parliamentary campaigns of 2019. It is substantiated that 2019 was a moment of rethinking the elections in the Ukrainian political sphere, as media technologies were able to overcome the administrative resource and prove their effectiveness. It is determined that this year’s campaigns were radically different from all previous election campaigns in Ukraine: new channels of communication with voters made it an exceptional phenomenon in the history of the Ukrainian election process. However, despite the availability of media technology, politicians continue to use outdated manipulative technologies. Attention is focused on the fact that one of the main problems in the development of political technology in Ukraine was the use of old technologies of administrative resources, or unsuccessful copying of the Western approach to election campaigns, without taking into account the peculiarities of Ukrainian realities. It is shown that the process of virtualization has formed not only new forms of organization of public communication and analytics in politics, but also led to a radical change in the organization and conduct of elections. The peculiarities of electoral technologies used in the 2019 elections have been identified. It is shown that the preparation and conduct of elections is a kind of so-called moment of truth, albeit stretched in time. The organization of elections checks the country for the presence or absence of democracy, the rule of law, political culture, freedom and responsibility. It is concluded that the analysis of the application of various electoral technologies and their methods both abroad and in Ukraine shows that the end result of elections for a political force depends not so much on their arsenal as on compliance with basic methodological principles of their development and application. Prospects for the evolution of the technological model of the electoral process in Ukraine are developing in a positive direction and are associated with gradual changes in the mass consciousness. У статті розглядається специфіка використання виборчих технологій на президентських та парламентських кампаніях 2019 року. Обгрунтовано, що саме 2019 рік став моментом переосмислення виборів в українській політичній сфері, оскільки медійні технології змогли перемогти адміністративний ресурс та довести свою ефективність. Визначено, що кампанії цього року кардинально відрізнялись від усіх попередніх виборчих кампаній, що проводилися в Україні: нові канали комунікації із виборцями зробили її винятковим явищем в історії українського виборчого процесу. Однак, попри наявність медіа технологій, політики продовжують використовувати застарілі маніпулятивні технології. Зосереджено увагу на тому, що однією з головних проблем розвитку політтехнології в Україні було використання старих технологій адміністративного ресурсу, або невдале копіювання західного підходу до проведення передвиборчих компаній, без врахування особливостей українських реалій. Показано, що саме процес віртуалізації не лише зформував нові форми організації публічної комунікації та аналітики у політиці, а й призвів до карднальної зміни в порядку організації й проведення виборів. Визначено особливості виборчих технологій, які використовувались на виборах 2019 року. Показано, що підготовка і проведення виборів – це своєрідний так званий «момент істини», хай і розтягнутий у часі. Організацією виборів країна перевіряється на наявність або відсутність демократії, влади закону, політичної культури, свободи і відповідальності. Підсумковано, що аналіз застосування різноманітних виборчих технологій та їх прийомів як за кордоном, так і в Україні показує, що кінцевий результат виборів для тієї чи іншої політичної сили залежить не стільки від їх арсеналу, як від дотримання базових методологічних принципів їх розробки та застосування. Перспективи еволюції технологічної моделі виборчого процесу в Україні розвиваються в позитивному напрямку і пов’язані з поступовими змінами у масовій свідомості.
