Політична участь у різних культурах як наукова та нормативна проблема

Abstract

The relevance of the study is determined by the fact that despite significant elaboration of the concept of political participation, previous studies do not fully reveal the discursive nature of “political participation”, as well as the discursive nature of “culture”, “political culture” and other related concepts. And this study, to a large extent, solves this problem. The goal of the study is to reveal political participation in different cultures. The research is based on systemic and interdisciplinary approaches, as well as on discursive (postmodern) approach, the use of which, to a large extent, determined the originality and relevance of the research. Special methods such as descriptive and content analysis, as well as the method of deconstruction, were used. These allowed us to critically rethink the definitions and approaches to “political participation”, “political culture” and “culture” itself. It was found that «political participation» does not have a stable, generally accepted definition. In particular, the concept of political participation widen over time not only through the development of political theory itself, but also through global social and technological changes that significantly affect the nature of political participation. At the same time, we have demonstrated thatthe most importantare normative and ideological aspects of this evolution and debate, thatare closely linked to such uncertain categories as “democracy” and “political culture”. At the same time, the issue of defining «cultures»does not look less normative and speculative, primarily through the building of required boundaries between them. “Cultures”, as well as “political cultures”, “political participation”, “democracy”, etc. are primarily the products of imagination and feelings. In this context, for example, we should conceptualize theideal of political participation, thatcould not reflect the real political situation, because its main goal isnot to reflect the past and/or the present, but to determine the future. Актуальність дослідження визначається тим, що незважаючи на порівняну розробленість концепту політичної участі, попередні дослідження далеко не повністю розкривають дискурсивний характер «політичної участі», так само як «культури», «політичної культури» та інших споріднених понять. І представлена робота значною мірою цю проблему вирішує. Метою нашого дослідження є розкриття політичної участі в різних культурах. В основі дослідження лежать системний і міждисциплінарний підходи, а також дискурсивний (постмодерністський) підхід, використання якого значною мірою зумовило оригінальність і актуальність представленого дослідження. Були застосовані такі спеціальні методи, як дескриптивний і контент-аналіз, а також метод реконструкції. Це дозволило критично переосмислити визначення та підходи до «політичної участі», «політичної культури» та власне «культури». Було встановлено, що «політична участь» не має сталого, загальноприйнятого визначення. Зокрема, концепт політичної участі з часом розширюється не тільки через розвиток політичної теорії як такої, але й через глобальні соціальні та технологічні зміни, які суттєво впливають на характер самої політичної участі. Водночас найсуттєвішими, як ми продемонстрували, є нормативні та ідеологічні аспекти цієї еволюції та дискусії, в основі якої лежить тісний зв’язок із такими непевними категоріями, як «демократія» та «політична культура». Своєю чергою не менш нормативно забарвленим та спекулятивним виглядає питання визначення «культур», передусім через проведення відповідних кордонів між ними. «Культури» так само, як «політичні культури», «політична участь», «демократія» тощо, є, насамперед, породженням уяви та почуттів. У цьому контексті можна говорити, наприклад, про ідеал політичної участі, який може зовсім не відображати реальну політичну ситуацію, адже його головна мета – не відображати минуле та/ або сьогодення, а формувати майбутнє.
