Формування місцевої міграційної політики в контексті локальної демократії

Abstract

The article is considered the processes of formation of local migration policy in the context of local democracy. It is determined that local migration policy is not a new phenomenon for European countries, as its principles were used in the fight against the migration crisis. It has been identified that municipalities are the final link in the flow of migration, so they need to expand their powers to effectively manage migration in a crisis. There is analyzed that the integration of immigrants into society is the prerogative of municipalities. It is also determined that innovations in the field of local migration projects often start with municipalities, as public policy does not cover such issues with its powers. The development of an integration plan can be used as a sign of the municipality’s activity to strategically interact with migration and the diversity associated with migration. It is investigated that the local migration policy depends on the region of its implementation, its features, national cultural, historical and economic development. It is determined that the peculiarity of local migration policy is the consideration of the immigrant as an integral part of society. There are analyzed the experiences of European countries and their practice of implementing similar projects. It is investigated that decentralization is not only a positive factor for the formation of local migration policy, but also a necessary condition for the implementation of tasks. Local democracy and local migration policy promote the integration and socialization of immigrants, as well as address pressing issues at the local level. Ukraine has only just begun its path to decentralization, and these steps should be reflected in migration policy. It is determined that the Ukrainian migration policy is slow to respond to challenges, in addition, the local migration approach should include the regional aspect of regional development. It is determined that the reform has a positive effect on Ukrainian migration policy. У статті розглянуто процеси формування місцевої міграційної політики в контексті локальної демократії. Визначено, що місцева міграційна політика – не нове явище для європейських країн, оскільки її засади використовувалися під час боротьби з міграційною кризою. Визначено, що муніципалітети є заключною ланкою руху міграційного потоку, тому вони потребують розширення своїх повноважень для ефективного управління міграцією в умовах кризи. Проаналізовано, що інтеграція іммігрантів у суспільство є прерогативою муніципалітетів. Також визначено, що часто інновації у сфері локальних міграційних проєктів розпочинаються саме з муніципалітетів, оскільки державна політика не охоплює такі проблеми своїми повноваженнями. Розробка плану інтеграції може бути використана як ознака активності муніципалітету стратегічно взаємодіяти з міграцією та різноманітністю, пов’язаною з міграцією. Досліджено, що локальна міграційна політика залежить від регіону її впровадження, його особливостей, національно-культурного, історичного та економічного розвитку. Визначено, що особливістю локальної міграційної політики є розгляд іммігранта як невід’ємної складової частини суспільства. Проаналізовано досвіди європейських країн та їх практика впровадження схожих проєктів. Досліджено, що децентралізація є не лише позитивним фактором для формування локальної міграційної політики, а й необхідною умовою для реалізації завдань. Локальна демократія та місцева міграційна політика сприяють інтеграції та соціалізації іммігрантів, а також вирішують нагальні питання на локальному рівні. Україна лише розпочала свій шлях до децентралізації, до того ж ці кроки мають знайти відображення у міграційній політиці. Визначено, що українська міграційна політика повільно реагує на виклики, до того ж у локальному міграційному підході має бути присутній регіональний аспект розвитку регіонів.
