Методологічні основи дослідження проблеми ракетно-ядерних програм у політиці провідних країн світу

Abstract

The article describes the methodological tools used in the study of nuclear missile programs in the politics of leading countries. The value of methodological tools for overcoming scientific and theoretical difficulties in the study of this problem is formulated. The article analyzes the scientific approaches to the assessment of a set of methodological tools in the study of nuclear missile programs of countries with legalized nuclear weapons. In particular, it is emphasized that scientific and methodological tools need to be systematized and determined taking into account the need to apply methods from different scientific fields, for example, a quantitative method is identified, which allows to apply quantitative indicators in analyzing the dynamics of nuclear missile programs. At the same time, it is shown that this and some other methods do not provide an opportunity to carry out a broad verification of the data, which is analyzed taking into account the confidentiality of information on quantitative indicators. The methodological approaches of scientists, in which attempts are made to overcome these and other problems of the methodology of research of nuclear missile programs of the leading countries of the world, are investigated in the article. The article describes the scientific and theoretical significance of methodological tools of poststructuralist methodology, in which one of the central places is given to the application of political modeling methods to be critically analyzed and experimentally tested to strengthen objectivism in research, where model theory is the core of comparative characteristics. various development scenarios, which are modeled based on the original empirical data. It is shown that in the studied area the reliability of the characteristics can be provided only by a synthetic methodological approach. It is proved that the use of terminological tools and methods for studying the political significance of nuclear missile programs is associated with a significant amount of scientific and theoretical difficulties that need to be overcome in order to strengthen objectivity in the study of such controversial issues as the political significance of nuclear missile programs. У статті подано характеристику методологічного інструментарію, що застосовується в процесі дослідження проблем ракетно-ядерних програм у політиці провідних країн світу. Сформульовано значення методологічного інструментарію на подолання науково-теоретичних складнощів у дослідженні цієї проблеми. У статті здійснено аналіз наукових підходів щодо оцінки набору методологічного інструментарію в процесі дослідження ракетно-ядерних програм країн, які мають легалізоване ядерне озброєння. Зокрема, підкреслюється, що науково-методологічний інструментарій потребує систематизації і детермінації з урахуванням потреби застосування методів із різних наукових сфер, приміром чого визначено кількісний метод, який дає змогу застосувати кількісні показники в процесі аналізу динаміки розвитку ракетно-ядерних програм. Водночас показано, що цей та деякі інші методи не дають змоги здійснювати широку перевірку даних, що аналізуються з урахуванням закритості інформації щодо кількісних показників. У статті досліджено методологічні підходи вчених, у яких робляться спроби подолання цих та інших проблем методології дослідження ракетно-ядерних програм провідних країн світу. У статті описано науково-теоретичне значення методологічних інструментів постструктуралістської методології, в якому одне з центральних місць відводиться застосуванню методів політичного моделювання, що підлягають критичному аналізу та експериментальній перевірці для посилення об’єктивізму в наукових дослідженнях, де теорія моделей виступає ядром компаративних характеристик з урахуванням аналізу різноманітних сценаріїв розвитку, які моделюються з урахуванням вихідних емпіричних даних. Показано, що в досліджуваній сфері достовірність характеристик може забезпечити тільки синтетичний методологічний підхід. Доведено, що застосування термінологічного інструментарію та методів дослідження політичного значення ракетно-ядерних програм пов’язане зі значним обсягом науково-теоретичних складнощів, які треба подолати з метою посилення об’єктивізму в дослідженні такої контраверсійної проблеми, як політичне значення ракетно-ядерних програм.
