Соціальна допомога в Україні: реалії, перспективи

Abstract

The urgency of the problem. The scientific statute has a specific status and an analysis of the mechanisms of development and provision of social assistance to the population categories. By the method of this advancement є the identification of special features and the concretization of social assistance to the population categories of the population in Ukraine. For the achievement of the information, it is necessary to have the following information: the visitor of the social assistance; characterize the main types of social assistance and the classification of social assistance in different ways to the main types of that forms. However, taking into account the state and dynamics of development of Ukrainian society at the present stage with all its transformational political, socio-economic, military, spiritual processes, the need to continue deep systemic social reforms, social benefits require proper specification of their development prospects. In the course of the study, we used methods of analysis, systematization and classification of scientific literature on the designated issues, generalization and comparison, analysis of social reality; method of statistical analysis of payments. Research results. Social assistance is a system of measures that involves improving the condition of certain social strata through the implementation of social programs and ensuring the activities of a network of relevant social institutions. Therefore, we argue that social assistance is aimed at maintaining the quality of life of people in difficulty. Social assistance is defined as a set of measures that guarantee a person, in difficult life circumstances, the provision of targeted differentiated assistance in the form of several forms at the expense of public funds. The monetary form of social assistance is established as a form of material assistance, consists in cash payments. Non-cash form of social assistance is defined as a form of material assistance, which consists in reducing a person’s financial obligations. Close to cash assistance as a form of material assistance, involves the use of certain substitutes for money, such as special coupons, cards, which give the right to receive goods or services for free or at a reduced cost. In-kind assistance as a form of material assistance, which consists in providing an individual with certain goods, does not provide for payment for them either in money or in forms close to cash. To improve the system of social assistance, first of all, it is necessary to reconsider the mechanisms for calculating the subsistence level. Актуальність проблеми. У науковій статті визначено сучасний стан і проаналізовані механізми нарахування і надання різних соціальних допомог пільговим категоріям населення. Метою даного дослідження є визначення особливостей і конкретизація соціальних допомог пільговим категоріям населення в Україні. Для досягнення мети необхідно виконати такі завдання дослідження: визначити поняття соціальної допомоги; схарактеризувати основні види соціальної допомоги та здійснити класифікацію соціальної допомоги відповідно до основних видів та форм. Однак, беручи до уваги стан і динаміку розвитку українського суспільства на сучасному етапі з усіма його трансформаційними політичними, соціально-економічними, військовими, духовними процесами, необхідність продовження глибинних системних соціальних реформ, соціальні допомоги потребують належної конкретизації своїх перспектив розвитку. У ході дослідження використали методи аналізу, систематизації й класифікації наукової літератури з означеної проблематики, узагальнення та порівняння, аналіз соціальної дійсності; метод статистичного аналізу виплат. Результати дослідження. Соціальна допомога являє собою систему заходів, що передбачає покращення стану певних соціальних прошарків шляхом упровадження соціальних програм та забезпечення діяльності мережі відповідних соціальних закладів. Тому стверджуємо, що соціальна допомога спрямована на збереження якості життя людей, які потрапили в скрутне становище. Соціальна допомога визначається як сукупність заходів, які гарантують особі, в складних життєвих обставинах, надання за рахунок державних коштів адресної диференційованої допомоги у вигляді декількох форм. Грошова форма соціальної допомоги установлюється як форма матеріальної допомоги, що полягає у грошових виплатах готівкою. Безготівкова форма соціальної допомоги визначається як форма матеріальної допомоги, що полягає у зменшенні фінансових зобов’язань особи. Близька до готівки допомога як форма матеріальної допомоги, що передбачає використання певних замінників грошей, як-от спеціальних талонів, карток, які дають право отримати товар чи послугу безоплатно або зі зменшенням вартості. Натуральна допомога як форма матеріальної допомоги, що полягає у наданні індивіду певних товарів, яке не передбачає оплати за них ні грошей, ні в близькій до готівки формах. Для вдосконалення системи надання соціальних допомог, перш за все, необхідно переглянути механізми розрахунку прожиткового мінімуму.
