Соціально-філософські та правові засади регулювання демографічних процесів в Україні

Abstract

The urgency of the problem. The demographic process is a set of homogeneous demographic events that occur with the population as a whole (birth rate, mortality, marriage and migration). In the process of further globalization, the situation in the demographic sphere is significantly complicated. The current demographic situation in Ukraine requires a comprehensive assessment of the main crisis moments. This creates the need to identify priorities for solving this problem, including, in particular, the promotion of healthy physical and mental lifestyle, proper social protection of all its categories, financial and material support for families and children, people with special needs, development of preschool and other educational networks, medical institutions, prevention and counteraction to domestic violence, etc. The purpose of the article is that on the basis of the analysis of domestic and foreign scientific, scientific and journalistic sources to investigate the current state of demographic processes in Ukraine to determine areas for improvement. Research methods – general scientific methods of formal logic (deduction, induction, analogy, analysis, synthesis, abstraction and modeling), historicism, comparative, critical discourse, principles of dialectical thinking are used. Results of the research. A set of organizational and other measures, as well as relevant legislative initiatives that will help stabilize demographic processes, taking into account the positive foreign experience and international standards, strengthening human and national health, sustainable development of our society. Актуальність проблеми. Демографічний процес – це множина однорідних демографічних подій, що відбуваються з населенням в цілому (народжуваність, смертність, шлюбність та міграційний рух населення). У процесі подальшої глобалізації значно ускладняється ситуація в демографічній сфері. Сучасна демографічна ситуація в Україні вимагає комплексної оцінки основних кризових моментів. Це породжує необхідність визначення першочергових завдань щодо розв’язання цієї проблеми, серед яких, зокрема, популяризація здорового фізичного і психічного способу життя населення, належний соціальний захист усіх його категорій, фінансово-матеріальна підтримка сімей та дітей, людей з особливими потребами, розвиток мережі дошкільних та інших освітніх, медичних закладів, попередження і протидія сімейному насильству тощо. Мета статті полягає в тому, що на основі аналізу вітчизняних і зарубіжних наукових, науково-публіцистичних джерел дослідити питання сучасного стану демографічних процесів в Україні для визначення напрямів щодо її покращення. Методи дослідження – використано загальнонаукові методи формальної логіки (дедукції, індукції, аналогії, аналізу, синтезу, абстрагування та моделювання), історизму, компаративний, критичного дискурсу, принципи діалектичного мислення. Результати дослідження. Запропонований комплекс організаційних та інших заходів, а також відповідних законодавчих ініціатив, що сприятиме стабілізації демографічних процесів, з урахуванням позитивного зарубіжного досвіду і міжнародних стандартів, зміцненню здоров’я людини і нації, сталому розвитку нашого суспільства.
