Гендерна рівність як показник успішності суспільства

Abstract

У статті розглянуто питання діяльності європейських країн у сфері гендерної політики, яке є одним із головних завдань, що вирішуються на державному рівні. Спрямування державної політики на забезпечення рівних прав і можливостей жінок та чоловіків (гендерної рівності) залежить саме від дієвості національного механізму. Увагу авторів зосереджено на досвіді Швейцарії та Франції в реалізації гендерного питання. Актуальність дослідження полягає в тому, що досвід інших країн є важливим для українських реалій: він сприятиме удосконаленню української нормативно-правової бази у гендерній сфері, наближенню її до міжнародних стандартів, узгодженню з законодавством Європейського Союзу. Нині світ опинився в нових політичних, економічних умовах, які важко сприймаються суспільствами із застарілою системою цінностей. Пострадянське й недавнішнє минуле України, анексія Криму, війна на Сході, наші традиції та рівень патернальності наклали свій відбиток, позначившись на ефективності вирішення окреслених завдань, на здатності враховувати потреби різних верств населення. Метою статті є аналіз гендерної рівності як показника успішності її суспільства, що має важливе значення для гармонізації сфери гендерних відносин. Досягненню мети сприяло використання таких загальнонаукових методів, як аналіз, конкретизація, порівняння. У результаті дослідження обґрунтовано важливість сприйняття гендерної сфери як поняття, що характеризує не лише рівні права чоловіка і жінки, але й, що основне, їхню готовність розвиватися й діяти, руйнуючи стереотипи. Саме це дає змогу закласти належні основи для прийняття гідних політичних, економічних та соціальних рішень. Вказано, що спрямування на створення відповідних умов становлення паритету статей має важливе значення для гармонізації сфери гендерної рівності. Наголошено на важливості вивчення та використання досвіду інших держав у сфері гендерної політики для України. Розглянуто гендерну політику таких країн, як Швейцарія та Франція, зокрема, проаналізовано проблеми гендерної нерівності на ринку праці, в шлюбі та наведено відповідні історичні приклади. The article considers the activities of European countries in the field of gender policy, which is one of the main tasks to be solved at the state level. The direction of state policy to ensure equal rights and opportunities for women and men (ensuring gender equality) depends on the effectiveness of the national mechanism. The authors focus on the experience of Switzerland and France in implementing the gender issue. The relevance of the study is that the experience of other countries is important for Ukrainian realities: it will help improve the Ukrainian legal framework in the field of gender, bring it closer to international standards, harmonization with European Union law. Today, the world finds itself in new political and economic conditions that are difficult for societies with an outdated system of values to accept. Ukraine’s post-Soviet and recent past, annexation of Crimea, war in the East, our traditions and the level of paternalism have left their mark, affecting the effectiveness of solving the outlined tasks, the ability to take into account the needs of different segments of the population. The aim of the article is to analyze gender equality as an indicator of the success of its society, which is important for the harmonization of gender relations. The use of such general scientific methods as analysis, concretization, comparison contributed to the achievement of the goal. The study substantiates the importance of the perception of gender as a concept that characterizes not only the equal rights of men and women, but also, most importantly, their willingness to develop and act, breaking stereotypes. This makes it possible to lay the right foundations for decent political, economic and social decisions. It is indicated that the aim of creating appropriate conditions for the formation of gender parity is important for the harmonization of gender equality. The importance of studying and using the experience of other countries in the field of gender policy for Ukraine was emphasized. The gender policies of countries such as Switzerland and France are considered, in particular, the problems of gender inequality in the labor market, in marriage are analyzed and relevant historical examples are given.
