Трансформація політичного лідерства в сучасній Україні: соціокультурні чинники

Abstract

У статті аналізуються соціокультурні чинники трансформації політичного лідерства в сучасній Україні, до яких зараховано сукупність норм, цінностей та стратегій поведінки політичних лідерів. Уточнено поняття політичного лідерства як способу формування політичного простору, в якому лідерство є пріоритетною якістю особистості керівника, посада якого зарахована до політичної в органах публічної влади. Розмежовано поняття політичного й етичного політичного лідерства за способами формування політичного простору, відповідно, ліберально-демократичного та демократичного на засадах суспільної довіри. З’ясовано, що політичне лідерство відіграє одну з ключових ролей у формуванні політичного простору в державі, яке включає формування політичної платформи, соціального партнерства, функціональних обов’язків та, в якому лідерство визнається пріоритетним у діяльності політичного керівника. Визначено, що політичний простір у сучасній Україні знаходиться в незавершеному – транзитивному стані, а політична система не здатна працювати в режимі підвищеної ефективності. Охарактеризовано процеси трансформації політичного лідерства в сучасних демократіях, які пов’язані з перетворенням політичного простору шляхом системного переходу від ідеократичного та харизматичного типу лідерства до етичного, який, на відміну від інших, характеризується морально-етичною поведінкою, повагою до демократичних цінностей, здатністю до захисту прав і гідності іншої людини. Запропоновано шляхи соціокультурної трансформації політичного лідерства в Україні: чітке обґрунтування ідеології у програмах політичних партій; визначення в чинному законодавстві функціональних обов’язків керівників, які посідають політичні посади в органах публічної влади; визнання соціального партнерства однією з базових цінностей політичних лідерів. Метою дослідження є характеристика соціокультурних чинників трансформації політичного лідерства (норми, цінності, стратегія поведінки) в сучасній Україні, які спрямовані на демократичні зміни політичної системи та визнання етичного лідерства пріоритетною здатністю осіб, які обіймають політичні посади в органах публічної влади. Результати аналізу можуть бути використані в роботі органів публічної влади України та її політичних інститутів – Верховної Ради України, Кабінету Міністрів України, Офісу Президента України, політичних партій. The article analyzes the socio-cultural factors of transformation of political leadership in modern Ukraine, which include a set of norms, values and behavioral strategies of political leaders. Defined the concept of political leadership as a means of forming a political space is defined, in which leadership is a priority quality of the personality of a leader, whose position is attributed to political in public authorities. defined the concept of political and ethical political leadership in the ways of forming the political space, respectively – liberal-democratic and democratic on the basis of public trust. It was found that political leadership plays an important role in shaping the political space in the state, which includes the formation of a political platform, social partnership, functional responsibilities and in which leadership is recognized as a priority in the activities of a political leader. It is determined that the political space in modern Ukraine is in an incomplete - transitive state, and the political system is not able to work in a mode of increased efficiency. Characterized the processes of transformation of political leadership in modern democracies, which are associated with the transformation of political space through a systematic transition from ideocratic and charismatic type of leadership to ethical, which, unlike others, is characterized by moral and ethical behavior, respect for democratic values, ability to protect rights and the dignity of another person. Ways of socio-cultural transformation of political leadership in Ukraine are proposed, such as: clear substantiation of ideology in the program of political parties; definition in the current legislation of functional accomplices of the heads who define political positions in public authorities; recognition of social partnership as one of the basic values of political leaders. The aim of the study is to characterize the socio-cultural factors of transformation of political leadership (norms, values, strategy of behavior) in modern Ukraine, aimed at democratic changes in the political system and the recognition of moral leadership as a priority ability of persons holding political positions in public authorities. The results of the analysis can be used in the work of public authorities of Ukraine and its political institutions – the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, the Office of the President of Ukraine, political parties.
