Політичний дискурс: сутність та особливості застосування

Abstract

У статті розглянуто сутність поняття «політичний дискурс». Акцентовано увагу на відсутності єдиного підходу до визначення поняття «політичний дискурс». З’ясовано, що політичний дискурс є складним і багатогранним феноменом, сутність якого характеризується не лише мовною практикою, а й соціальною реальністю. Наголошено, що інтенція боротьби за владу або її утримання чи використання є специфічною характеристикою політичного дискурсу. Уточнено, що політичний дискурс є різновидом дискурсу – рефлексивної мовної комунікації, що відбувається в політиці і характеризується сукупністю текстів про політику, спрямованих на питання завоювання, утримання й використання державної влади. Розглянуто політичний дискурс як мовленнєву діяльність політичних суб’єктів у сфері певної інституційної комунікації, зокрема політичної. Виокремлено такі основні характеристики політичного дискурсу, як інтертекстуальність, міфологізм, мова. Встановлено, що особливе значення в політичному дискурсі має мова як засіб здійснення соціальної влади та формування (але не вираження) світогляду. Розглянуто жанри політичного дискурсу (агітаційна промова, політичні дебати, дискусії, політичне інтерв’ю, політична промова, урядова заява тощо), які відповідають принципам інтернальності чи екстернальності, тобто орієнтовані на вузькопрофесійну аудиторію (інтернальний тип) та необмежене коло адресатів (екстернальний тип). Політичний діяч розглядається як продуцент, який актуалізує в тексті свою систему цінностей, оцінок інформації, яку він подає отримувачеві (реципієнтові) тексту. Проаналізовано окремі лексеми, які використовуються в політичному дискурсі та набули популярності завдяки подіям останніх десятиліть. Наголошено на тому, що окремі лексеми стають ключовими в певний історичний період, інші опиняються за межами політичного дискурсу, потрапивши під офіційні чи неофіційні обмеження. Розмежовано поняття «політична комунікація» та «політичний дискурс», встановлено, що політична комунікація є процесом передачі інформації, а політичний дискурс – сутнісною характеристикою цього процесу. Метою дослідження є систематизація наукових поглядів на сутність поняття «політичний дискурс», усвідомлення його значущості в політичній діяльності та виокремлення актуальних аспектів під час застосування політиками, зокрема в умовах розвитку інформаційного суспільства. Результати аналізу можуть бути використані під час роботи органів державної влади та їх політичних інститутів у процесі модернізації законодавчих актів, які регулюють аспекти мовно-комунікативної політики України та мовну поведінку депутатів усіх рівнів. The article considers the essence of the concept of “political discourse”. Emphasis is placed on the lack of a unified approach to the definition of “political discourse”. Political discourse is a complex and multifaceted phenomenon, the essence of which is characterized not only by language practice but also by social reality. It is noted that intention of power struggle or keeping or use of it, it´s specific characteristics of political discourse. It is clarified that political discourse is a kind of discourse – reflexive linguistic communication that takes place in politics and a set of texts about politics, aimed at the conquest, keeping and use of state power. Political discourse is considered as the speech activity of political subjects in the field of certain institutional communication, including political. The main characteristics of political discourse are highlighted, such as intertextuality, mythologism, speech. It is established that language has a special significance in political discourse as a means of exercising social power and forming (but not expressing) a worldview. Considered the genres of political discourse (stump speeches, political debates, discussions, political interviews, political speeches, public statements, etc.) which consistent with the principles of internality or externality, that is, focused on a narrowly professional audience (internal type) and an unlimited circle of addressees (external type). A politician is seen as one who actualizes in the text his own system of values, assessments of information that he presents to the recipient of the text. The article analyzes individual lexemes that are used in political discourse and have gained popularity through the events of recent decades. It is noted that certain lexemes become key in a certain historical period, while others turn out to be outside the political discourse, falling under official or unofficial restrictions. The concepts of “political communication” and “political discourse” are distinguished, these concepts establish that political communication is a process of transferring information, and political discourse is a characteristic of this process, not the process itself. The aim of the research is to systematize scientific views on the essence of the concept of “political discourse”, awareness of its importance in political activities and highlighting relevant aspects in the application of politicians, in particular in the development of the information society. The results of the analysis can be used in the work of public authorities and their political institutions in the process of modernizing legislative acts, which regulate aspects of the cultural and communicative policy of Ukraine and the linguistic behavior of deputies of all levels.
