Виклики і перспективи розвитку сучасної демократії

Abstract

Перспектива політичного розвитку сучасної України пов’язана з політичною модернізацією, яка неминуча і необхідна, оскільки є частиною більш загального модернізаційного процесу. Вона вкрай необхідна, оскільки нинішні політична система, система влади, система суспільних відносин недосконалі і потребують змін для досягнення продуктивної співпраці громадянського суспільства та держави. Без політичної модернізації більшість можливостей стійкого розвитку демократії не мають міцної основи для реалізації. Правильно вибраний напрям політичної модернізації країни – це запорука подальшої консолідації українського суспільства. Актуальність теми цього дослідження полягає в тому, що розвиток українського суспільства потребує коригування функціонуючих політичних інститутів, процесів і технологій, формування якісно інших форм і суб’єктів політичних відносин, системи політичної діяльності, розроблення такої моделі соціального вибору, яка більшою мірою відповідає потребі самоідентифікації України як сильної демократичної держави з сучасним політичним устроєм. У статті за допомогою загальнологічних методів визначено основні виклики та перспективи розвитку сучасної демократії. У процесі дослідження проведено аналіз основних соціокультурних, демографічних, економічних, політичних проблем розвитку демократії, основною з яких є ставлення громадян до політиків і політичних лідерів; політичних партій; парламенту та інших політичних інститутів. Сучасні моделі демократії вже стикнулися і ще в подальшому стикатимуться з великою кількістю викликів. Головна причина криється в тому, що відбувається перехід від індустріальних національних держав до глобальних інформаційних товариств. Технологічні, економічні та суспільні зміни стають більш комплексними, ніж будь-коли, а темпи цих змін зростають. Доведено, що перспективи розвитку демократій пов’язані з її трансформацією, відновленням достатнього рівня громадської підтримки, а також постійною адаптацією до зовнішніх і внутрішніх викликів. Майбутнє демократії – у зміні, а не у прагненні до збереження стабільності. The prospect of political development of modern Ukraine is associated with political modernization, which is inevitable and necessary, as it is part of a more general modernization process. It is extremely necessary because the current political system, the system of government, the system of public relations are imperfect and need to be changed to achieve productive cooperation between civil society and the state. Without political modernization, most opportunities for sustainable democracy do not have a solid basis for realization. Properly chosen direction of political modernization of the country is a guarantee of further consolidation of Ukrainian society. The relevance of the topic of this study is that the development of Ukrainian society requires adjustment of functioning political institutions, processes and technologies, the formation of qualitatively different forms and subjects of political relations, political activity, development of a model of social choice that better meets the need for self-identification Ukraine as a strong democratic state with a modern political system. The article uses general methods to identify the main challenges and prospects for the development of modern democracy. The study analyzes the main socio-cultural, demographic, economic, political problems of democracy. The main ones are: the attitude of citizens to politicians and political leaders; political parties; parliament and other political institutions. Modern models of democracy have already emerged and will continue to face many challenges. The main reason lies in the fact that there is a transition from industrial nation-states to global information societies. Technological, economic and social changes are becoming more complex than ever, and the pace of these changes is growing. It has been proven that the prospects for the development of democracies are related to its transformation, the restoration of a sufficient level of public support, as well as the constant adaptation to external and internal challenges. The future of democracy lies in change, not in the pursuit of stability.
