Проблема трансформації сучасного геополітичного коду України

Abstract

The paper substantiates the necessity of further transformation for the geopolitical code of Ukraine on the basis of the analyzed modern challenges and threats to the national security of the state. The relevance of the study is that the domestic and foreign policy processes taken place in today’s Ukraine make the main guidelines of the geopolitical code of the state to be transformed. The purpose of the study is to analyse the transformation of the modern geopolitical code of Ukraine based on the analysis of the factors of the domestic and foreign policy of Ukraine. Several methods of political science are used in the work: system approach, institutional approach, critical-dialectical and functional methods. The main models of the geopolitical code of Ukraine, presented in the researches of Ukrainian political scientists V. Maddison, V. Shakhov, M. Gerasina, M. Panov, V. Zhuravsky and T. Ignatieva are analysed. The paper analyses the local and regional levels of determining the geopolitical code of Ukraine and provides an assessment of its effectiveness to ensure the national security of the state (including its political, economic and military component). The profitability of the political and geographical location of Ukraine is determined. It is concluded that the factor of the geographical position of Ukraine as a central European state has traditionally formed the multi-vector nature of Ukraine’s foreign policy. But now the western vector must be brought to the fore. While concerning the eastern vector, the relations in the future must be constructed on the principle of pragmatism and exclusively within the framework of trade and economic partnership. The security factor is analysed, namely the voluntary renunciation of nuclear weapons and their consequences, the non-aligned status of the country and further changes in the basic laws of Ukraine which regulate its foreign policy. In this direction of the transformation of the geopolitical code and before the threat of violation of territorial integrity, the only correct option may be Ukraine’s membership in NATO. It is concluded that Ukraine needs to build a modern foreign policy based on an understanding of its new geopolitical code. Political priorities have to be directed exclusively to the West. Ukraine is to consider the state geopolitical role as a full-fledged European state that builds its policies on the principles of democracy, human rights and free-market relations. У дослідженні надане теоретичне обґрунтування необхідності подальшої трансформації геополітичного коду України на основі проаналізованих сучасних викликів і загроз національній безпеці держави. Актуальність дослідження полягає в тому, що ті внутрішньо й зовнішньополітичні процеси, які відбуваються нині в українській державі, роблять необхідним трансформацію основних орієнтирів геополітичного коду держави. Метою дослідження є аналіз трансформації сучасного геополітичного коду України на основі аналізу чинників внутрішньополітичного й зовнішньополітичного становища України. У роботі використано низку методів політичної науки: системний підхід, інституційний підхід, критико-діалектичний і функціональний методи. Проаналізовано основні моделі геополітичного коду України, представлені в дослідженнях українських політологів В. Маддисона, В. Шахова, М. Герасіної, М. Панова, В. Журавського й Т. Ігнатьєвої. У роботі проаналізовані місцевий і регіональний рівні визначення геополітичного коду України й надана оцінка його ефективності для забезпечення національної безпеки держави (включаючи її політичну, економічну й військову складову частину). Визначено вигідність політико-географічного розташування України. Робиться висновок, що фактор географічного положення України як серединної європейської держави традиційно формував багатовекторність зовнішньої політики України. Але тепер на перший план повинен бути виведений західний вектор. Щодо східного вектора, то тут відносини в перспективі повинні будуватися на принципі прагматизму й виключно в рамках торговельно-економічного партнерства. Проаналізований фактор безпеки, а саме добровільна відмова від ядерної зброї та її наслідки, позаблоковий статус країни й подальші зміни в базових законах України, що регулюють її зовнішню політику. У цьому напрямі трансформації геополітичного коду й перед загрозою порушення територіальної цілісності єдино правильним варіантом може стати членство України в НАТО. Робиться висновок про необхідність побудови сучасної зовнішньої політики України на основі розуміння свого нового геополітичного коду. Політичні пріоритети повинні бути спрямовані тепер виключно на Захід із повним усвідомленням своєї геополітичної ролі як повноцінної європейської держави, яка будує свою політику на принципах демократії, прав людини й на вільних ринкових відносинах
