Демократизація політичної свідомості і культури

Abstract

The main changes in political culture carried out under the influence of modern world and domestic economic, political and socio-cultural processes are analyzed; one of the main among such changes is the author’s tendency to democratize political culture; the essence of democratization, its directions and new quality of political culture which as a result is reached are considered. It is noted that during the democratization of political culture in the political consciousness of citizens there is a struggle of values, comparison of past and existing ways of life of society. It is emphasized that the tendencies and directions of democratization of the political consciousness and culture of Ukrainians are synchronized with economic, spiritual and other transformations in the society and take place according to their own laws. It is noted that the democratization of political consciousness and culture is a staged process, which may involve at certain stages of the existence of different vector values, as well as different degrees of their rootedness in certain segments of the population. Undoubtedly, the availability of various mass media in society, the provision of quality information to citizens is a specific background for the democratization of public life in general and political culture and consciousness in particular. It can be argued that the democratization of political culture and consciousness involves the establishment of political and ideological pluralism in the socio-political life of the country, giving citizens the opportunity to choose one or another system of values. In Ukrainian society, the democratization of political consciousness and culture has gone through several stages: from a simplified understanding of democratic values and ways to implement them to the so-called “square” political consciousness, which provides an active position to uphold democratic standards of living. Among the factors that hinder the establishment of democratic values in Ukraine, and consequently a democratic political culture, researchers identify the following: over-bureaucratization of apparatus and administrative procedures in state power and self-government against the background of still low political and managerial culture of bureaucracy; low obedience to the law at all levels of government, even at the highest levels of political governance. Modern Ukraine faced with the need to implement the principle of political and cultural pluralism. Therefore, the political culture of the new society, which is being formed in an independent country, must be a culture of harmony, civil peace, respect for freedom and human rights. Аналізуються основні зміни політичної культури, що здійснюються під впливом сучасних світових та вітчизняних економічних, політичних та соціокультурних процесів; однією з основних серед таких змін автором визначається тенденція до демократизації політичної культури; розглядається сутність демократизації, її напрями та нова якість політичної культури, яка в результаті цього досягається. Відзначається, що під час демократизації політичної культури в політичній свідомості громадян відбувається боротьба цінностей, зіставлення минулого й існуючого способів буття соціуму. Наголошується, що тенденції та напрями демократизації політичної свідомості та культури українства синхронізуються з економічними, духовними та іншими трансформаціями в суспільстві й відбуваються за своїми власними законами. Відзначається, що демократизація політичної свідомості й культури є стадіальним процесом, який може передбачати на певних етапах існування різновекторних цінностей, а також різну ступінь їх вкоріненості в тих або інших верствах населення. Безсумнівно, наявність у суспільстві різноманітних засобів масової комунікації, надання громадянам якісної інформації є питомим тлом для демократизації суспільного життя в цілому й політичної культури й свідомості зокрема. Можна стверджувати, що демократизація політичної культури та свідомості передбачає утвердження політико-ідеологічного плюралізму в суспільно-політичному житті країни, надання громадянам можливостей самостійно вибирати ту або іншу систему цінностей. В українському соціуму демократизація політичної свідомості й культури пройшла декілька етапів: від спрощеного розуміння демократичних цінностей та шляхів їх реалізації до так званої «майданної» політичної свідомості, яка передбачає активну життєву позицію щодо відстоювання демократичних стандартів життя. Серед факторів, які перешкоджають утвердженню демократичних цінностей в Україні, а відповідно й демократичної політичної культури, дослідники виокремлюють такі: забюрократизованість апаратів і управлінських процедур у державній владі й самоуправлінні на тлі ще низької політичної та управлінської культури чиновництва; низька законослухняність усіх рівнів влади, навіть на вищих щаблях політичного управління. Сучасна Україна стала перед потребою реалізації принципу політичного і культурного плюралізму. Тому політична культура нового суспільства, яка формується в незалежній країні, має бути культурою злагоди, громадянського миру, пошани до свободи і прав людини
