Роль та особливості інформаційно-комунікаційних технологій у взаємодії органів державної влади з громадянським суспільством

Abstract

The article analyzes the role and features of information and communication technologies in ensuring and open interaction of public authorities with civil society in modern conditions. The end of the XX – the beginning of the XXI centuries - a period of rapid development of new information and communication technologies, which in the technological development of mankind act as a catalyst for radical changes in society, thus changing traditional ideas about political and cultural values of mankind. Information and communication technologies are an integral part of the functioning of modern society, on which depends not only the development of science and technology, but also democracy. In turn, one of the necessary prerequisites for sustainable democratic development is transparent and open government, which is the key to effective policy. Therefore, the concept of open government continues to be implemented in modern democracies. The implementation of the concept of open government is possible on the basis of compliance with the following principles in the exercise of state powers and functions: the principles of information openness, the principle of clarity, the principle of involving civil society, the principle of accountability. One of the open government tools is e-government, which provides new forms of communication between citizens, business and government, unimpeded access to public information promotes citizen participation in the development and implementation of government decisions, providing better services. Two information and communication systems can be distinguished in the Ukrainian system of interaction between public authorities and the public: internal (communications that ensure the interaction of entities of different levels of government, departments, officials by establishing communication channels in the process of special contacts, exchange of documents, electronic means of communication), and external (communications with authorities of different levels, which are in the system of subordination to each other, for example, for district state administrations and - regional administrations to regional administrations - the executive body of the central level and various community groups). У статті проаналізовані роль та особливості інформаційно-комунікаційних технологій у забезпеченні та відкритості взаємодії органів державної влади з громадянським суспільством у сучасних умовах. Кінець ХХ – початок ХХІ століть – це період стрімкого розвитку новітніх інформаційно-комунікаційних технологій, які в умовах технологічного розвитку людства виступають каталізатором радикальних змін у житті суспільства, змінюючи тим самим традиційні уявлення про політичні та культурні цінності людства. Інформаційно-комунікаційні технології виступають невід’ємним елементом функціонування сучасного суспільства, від яких залежить не тільки розвиток науки і техніки, а й демократії. У свою чергу однією з необхідних передумов сталого демократичного розвитку є прозора та відкрита влада, яка є запорукою здійснення ефективної політики. Тому в сучасних демократичних державах продовжується впровадження концепції відкритого урядування. Реалізація концепції відкритого урядування можлива на основі дотримання під час здійснення державних повноважень і функцій таких принципів: принципу інформаційної відкритості, принципу зрозумілості, принципу залучення громадського суспільства, принципу підзвітності. Одним з інструментів відкритості влади є електронне урядування, яке забезпечує нові форми комунікації між громадянами, бізнесом та владою, безперешкодний доступ до публічної інформації сприяє участі громадян у виробленні та впровадженні державних рішень, наданні більш якісних послуг. В українській системі взаємодії органів державної влади та громадськості можна виділити дві інформаційно-комунікативні системи: внутрішню (комунікації, що забезпечують взаємодію суб’єктів різних рівнів управління, підрозділів, посадовців шляхом налагодження комунікаційних каналів у процесі особливих контактів, обміну документацією, функціонування електронних засобів зв’язку) і зовнішню (комунікації з органами влади різного рівня, які знаходяться в системі підпорядкування один одному, наприклад, для районних державних адміністрацій – обласні державні адміністрації, для облдержадміністрацій – виконавчі органи центрального рівня, а також різні групи громадськості).
