Упровадження електронного голосування: позитивні та негативні риси електронних виборів

Abstract

The article notes that the Ukrainian reality demonstrates a risk of the introduction of electronic voting, the most important of which is the so-called falsification and unauthorized influence on the results of the vote by tampering with the stakeholders. the Purpose of this article is the definition of positive and negative features of e-elections in the context of the introduction of e-democracy. Based on this goal, you must solve the following research tasks: to define and justify the risks of electronic voting; to show the advantages of the electronic voting system and to reveal the pragmatic methods of engaging citizens in the electoral process. Considered as the advantages of the electronic voting system, and disadvantages, proves pragmatic methods of engaging citizens in the process. The main focus is on youth as the driving force shaping the future and certain effective political change. Considerable attention is paid to the so-called political literacy and political activity as a necessary the main features of modern voter. Reveals communication is so popular with the electorate as the social network that gives the opportunity for every young voter to shorten the distance to one political leader, to mutually communicate with him and feel his involvement in certain decisions in the field of taxation in political life. Reasonably, that this is the most important and the easiest communication of the young voter with a particular political leader, which gives you the opportunity to be a direct participant in the political process. Electronic voting is analyzed as one of the most important components of electronic democracy, their general and special features are shown. Communication is seen as a component of democratic and good governance. Attention is drawn to the manipulation of consciousness (media manipulation) in the information space of both young people and all segments of the population. The technologies of informational influence on the electorate and their consequences are revealed. У статті наголошується, що українська реальність демонструє певний ризик щодо впровадження електронного голосування, найголовніший з яких – це так звані фальсифікації та несанкціонований вплив на результати голосування шляхом втручання зацікавлених осіб. Метою статті є визначення позитивних і негативних рис електронних виборів у контексті впровадження е-демократії. Виходячи із зазначеної мети, варто вирішити дослідні завдання: визначити та обґрунтувати ризики щодо впровадження електронного голосування; показати переваги електронної системи голосування та розкрити прагматичні методи залучення громадян до виборчого процесу. Розглянуто як переваги електронної системи голосування, так і недоліки, обґрунтовується прагматичні методи залучення громадян до цього процесу. Головний акцент робиться на молоді як рушійній силі формування майбутнього та певних ефективних політичних змін. Значна увага приділяється так званій «політичній грамотності» та політичній активності як необхідним головним рисам сучасного виборця. Розкривається така популярна комунікація з електоратом, як спілкування у соціальних мережах, що надає можливість кожному молодому виборцю скоротити відстань до окремого політичного лідера, взаємно комунікувати з ним та відчувати свою причетність до певних ухвалень у політичному житті. Обґрунтовано, що це і є найголовнішим та найпростішим зв’язком молодого виборця з окремим політичним лідером, який дає змогу бути прямим учасником політичного процесу. Аналізується електронне голосування як одна з найважливіших складових частин електронної демократії, показані їх загальні та особливі риси. Розглядається комунікація як складова частина демократичного та належного урядування. Загостряється увагу на маніпуляції свідомістю (медіа-маніпуляція) в інформаційному просторі як молоді, так і всіх верств населення. Розкрито технології інформаційного впливу на електорат та їх наслідки.
