Abstract: Nowadays, a large-scale social and political conflict in Ukraine influences all the most important spheres of public life touching on key segments of management thinking within the state and during the implementation of its foreign policy. Accordingly, during the transitional period of national development it is important to build proper patterns organizing management and social development as a key basis to form the foreign policy identity of an actor of the international relations. The purpose of the study is to determine the specific features of the management pattern under the crisis conditions and its impact on the formation of the foreign policy identity of the state on the basis of the analysis of interactions at the “state – society” level in the transitional period of the internal and external political development of Ukraine. Research methods are as follows: systematic analysis which allows to study social and political peculiarities of implementation of the management patterns at the state and international levels; abstract and logical and inductive methods, the method of analysis and synthesis that help to identify the power and political organization and institutionalization of the spatial structure of anti-crisis management and to establish the principles of formation of its modern pattern in the context of building of the foreign policy identity of the state. Consequently, the study proves that the current pattern of anti-crisis management in Ukraine should be built with respect to domestic and foreign policy fluctuations. This pattern should be formed on the basis of intensive cooperation between the public authorities and society, as the latter's interests are to be implemented at the state level. Extrapolation of these interests on the international arena allows to form a static model of the foreign policy identity of the state. Functional activity, adequacy and efficiency of public authorities are revealed to be connected not only with the proper realization of their internal functions and tasks, but also with their interaction and cooperation with other public power institutions while achieving all-state and national goals and tasks, implementing a consistent internal policy of the state and defending the approved foreign policy course in the world. The developed system of interactions at the “state – society” level is determined to allow state authorities guiding by a single model of foreign policy identity on the world arena while using the socium as the key basis of the formation of a certain “l” of a subject to be different from the significant external “Others”.
