Роль та місце неурядових організацій в умовах ведення «гібридної війни»

Abstract

Actuality of theme. “Hybrid War”, as a complex socio-political phenomenon, was one of the most acute problems and threats to the world community from the end of the XX – the beginning of the XXI century. The aggressive foreign policy of the Russian Federation leads to an escalation of the conflict in the East of Ukraine, conditioned by new forms and methods of using non-governmental organizations in the context of hybridization of the conflict. The purpose of the article is to establish the ideological and political essence of the “hybrid war”, to determine the objective conditions and factors of escalation, the peculiarities and tendencies of the involvement of non-governmental organizations in achieving the objectives set by the subjects of warfare. The objectives of the study are conceptual and theoretical and methodological analysis of the approach to the study of “hybrid war” and the peculiarities of its conduct with the use of non-governmental organizations; definition of the role and place of non-governmental organizations in the context of Russia's “hybrid war” against Ukraine; the study of the political and legal nature of threats and challenges to Ukraine's national security by the functionaries of non-governmental Russian organizations. Methodological basis of the study. The specificity of the subject of the study leads to a combination of scientific principles, methods and methodological approaches for the systematic analy- sis of the phenomenon of the “hybrid war”, the peculiarities of the spread of this phenomenon in the modern world, for example, of the military aggression of the Russian Federation against Ukraine. The impartiality and independence of scientific judgments provide the principles of scientific, objectivity, multidimensionality, comprehensiveness, ideological pluralism, social de- terminism, dialectics, concreteness, historicism, integrity, systemicity, complexity, and others. The combination of such methods of scientific research as analysis, synthesis, abstraction, analogy, generalization, induction, deduction, formed the general composition of the study. The theoretical and practical significance of the results obtained is the development of the author's conception of comprehension of ideological, ideological and political-legal foundations of the phenomenon of the “hybrid war”. The main provisions of the study can become a theoretical and methodological basis for deepening research related to the spread of vari- ous political anomalies in the modern world. The materials of the article can be used in the process of developing lecture courses and special courses on socio-political disciplines, realization of research projects, etc. Materials of the research can be used in scientific-expert and analytical and forecasting activities in the formation and implementation of state policy in the field of prevention, prevention and counteraction to threats to the national security of Ukraine by the subjects of the conduct of the “hybrid war”.
