Поняття, типи та причини запровадження децентралізації в Україні

Abstract

The article is devoted to the actual problems of the decentralization process in Ukraine. In the article the author attempts to define the main definitions of decentralization of power, analyze the advantages and disadvantages of the decentralization process in the system of public administration. Also, the article presents the main typology of decentralization of power and describes these types, as well as an attempt to generalize the reasons for decentralization in Ukraine. The use of system, functional and structural methods in this study made it possible to identify concepts and types, as well as identify the reasons for the introduction of decentralization reform in Ukraine.The result of the work is to determine the main definitions of decentralization of power, analysis of the advantages and disadvantages of the decentralization process, the definition of the main types of decentralization, as well as generalization of the main reasons for the introduction of decentralization in Ukraine. Стаття присвячена актуальній проблематиці процесу децентралізації в Україні. У статті автор зробив спробу визначити основні дефініції децентралізації влади, проаналізувати переваги та недоліки процесу децентралізації в системі державного управління. Також у статті наведено основну типологію децентралізації влади та охарактеризовано дані типи, а також зроблена спроба узагальнити причини проведення децентралізації в Україні. Використання системного, функціонального та структурного методів у даному дослідженні дало змогу визначити поняття, типи, а також установити причини запровадження децентралізаційної реформи в Україні. Результатом роботи є визначення основних дефініцій децентралізації влади, аналіз переваг та недоліків децентралізаційного процесу, визначення основних типів децентралізації, а також узагальнення основних причин запровадження децентралізації в Україні.
