Участь внутрішньо переміщених осіб у місцевому самоврядуванні: соціально-правові аспекти

Abstract

У статті досліджуються соціально-правові аспекти участі внутрішньо переміщених осіб у місцевому самоврядуванні в умовах воєнного стану та масштабного внутрішнього переміщення населення в Україні. Актуальність теми зумовлена безпрецедентною кількістю внутрішньо переміщених осіб, що потребує створення ефективних механізмів їх інтеграції в територіальних громадах, що приймають, та забезпечення реальної участі у процесах ухвалення рішень на місцевому рівні. В умовах реформ децентралізації саме громади стають ключовим середовищем реалізації прав і свобод переселенців, що підсилює значення інклюзивного місцевого врядування. Метою статті є проведення комплексного аналізу соціально-правових механізмів участі внутрішньо переміщених осіб у місцевому самоврядуванні та визначення основних проблем і перспектив удосконалення відповідного нормативно-правового регулювання. The article examines the socio-legal aspects of the participation of internally displaced persons (IDPs) in local self-government under conditions of martial law and large-scale internal displacement in Ukraine. The relevance of the study is обусловed by the unprecedented number of IDPs, which necessitates the development of effective mechanisms for their integration into host territorial communities and the provision of real opportunities to participate in local decision-making processes. In the context of decentralization reform, territorial communities have become the primary arena for the realization of the rights and freedoms of displaced persons, thus increasing the importance of inclusive local governance. The purpose of the article is to provide a comprehensive analysis of the socio-legal mechanisms of IDPs’ participation in local self-government and to identify the main challenges and prospects for improving the relevant regulatory framework.
