Цивільний мілітаризм як елемент авторитарної консолідації в пострадянській автократії

Abstract

У статті досліджується феномен цивільного мілітаризму як системне політикоідеологічне явище, характерне для авторитарних режимів, яке передбачає глибоку інтеграцію мілітарних цінностей, структур та риторики у сферу цивільного життя. Цивільний мілітаризм охоплює широкий спектр суспільних інституцій – від освіти та культури до адміністративного управління, релігії, медіа, публічного простору і навіть сімейної політики. Його основна мета полягає в конструюванні нової політичної культури, де центральне місце посідають дисципліна, героїзація насильства, культ самопожертви та безумовна лояльність до держави. Актуальність дослідження зумовлена зростанням ролі мілітаризованих наративів у політичній комунікації авторитарних режимів, їхнім впливом на суспільну свідомість та активним експортом відповідних моделей у зовнішній простір – через пропаганду, культурну дипломатію, підтримку антидемократичних рухів та деструкцію норм міжнародного права. Метою статті є комплексний аналіз механізмів проникнення мілітаристської ідеології в цивільні інститути, оцінка їхньої трансформації в умовах авторитарного політичного режиму, а також вивчення ризиків, які такий підхід становить для демократичного розвитку як на національному, так і на глобальному рівнях. У центрі уваги дослідження перебувають такі практики, як мілітаризація освіти, релігійнопатріотичні наративи, централізація культурної політики, репресивне правове регулювання, а також інструменти інформаційного впливу, зокрема через офіційні ЗМІ та соціальні мережі. Методологічна основа роботи базується на міждисциплінарному підході, який включає: історико-політичний аналіз трансформації інституцій; порівняльний аналіз політичних режимів із різними рівнями мілітаризації; контентаналіз публічної риторики та навчальних програм; аналіз стратегічних документів, що регулюють ідеологічну та патріотичну політику; а також структурно-функціональний аналіз взаємодії інститутів держави, церкви, освіти та арміїю. This article explores the phenomenon of civilian militarism as a systemic political and ideological practice typical of authoritarian regimes. Civilian militarism entails the deep integration of militaristic values, structures, and rhetoric into the civil sphere of society. It spans a wide range of social institutions – from education and culture to administrative governance, religion, media, public space, and even family policy. Its core objective is the construction of a new political culture centered around discipline, glorification of violence, the cult of self-sacrifice, and unconditional loyalty to the state. The relevance of this study lies in the growing role of militarized narratives in the political communication of authoritarian regimes, their increasing influence on public consciousness, and the active export of these models into external domains – through propaganda, cultural diplomacy, support for anti-democratic movements, and the erosion of international legal norms. The aim of this article is to conduct a comprehensive analysis of the mechanisms through which militarist ideology penetrates civil institutions, to assess the transformations occurring within these institutions under authoritarian rule, and to examine the risks this process poses to democratic development both nationally and globally. The research focuses on such practices as the militarization of education, religious-patriotic narratives, the centralization of cultural policy, repressive legal regulation, and various instruments of information influence, including official media channels and social networks. The methodological framework is based on an interdisciplinary approach combining historical-political analysis of institutional transformation, comparative analysis of political regimes with varying degrees of militarization, content analysis of public rhetoric and educational programs, analysis of strategic policy documents regulating ideological and patriotic agendas, and a structuralfunctional analysis of the interactions among state institutions, religious organizations, educational systems, and the military. The findings demonstrate that civilian militarism is not a temporary response to external threats but rather a deliberate component of authoritarian state-building. It reinforces regime consolidation, suppresses critical thinking, neutralizes political opposition, and enables the control of civil society. Furthermore, its export via cultural and informational channels poses a significant threat to democratic stability in other states. By legitimizing violence in politics, undermining civic autonomy, and contributing to the erosion of legal norms, civilian militarism functions as a transnational ideological force with long-term implications. Thus, the phenomenon deserves deeper conceptual examination within both political science and security studies.
