Abstract: This study integrates Outcome-Based Education (OBE) and Understanding by Design (UbD) theories to construct a “dual-core driven” teaching model aimed at enhancing university students’ oral proficiency and cross-cultural communication competence. a "1+2+3" curriculum framework is proposed based on the practical implementation of an oral English teaching module in the authors’ university. Empirical results demonstrate that this model significantly improves the coherence and logicality of students’ oral expression, with notable progress in cultural adaptation and critical thinking abilities. The research provides an innovative theory-practice integrated pathway for college English teaching reform, offering practical insights for cultivating globally competent communicators.
